GENERAL POSITION DESCRIPTION:

This position will be involved in improving existing data architecture and developing a strategy for effective data analysis and reporting, creation and maintenance of data models, data dictionaries and data catalogs. This position will design, develop, document, analyze, create, test, and modify computer databases or programs, including prototypes, based on, and related to user or software design specifications; coordinate database-related activities and offer expert guidance or advice to affected sections, informing them of planned changes and the implications of proposed changes. This position will also document appropriate database-related processes and work with developers and database administrators to assist in their deployment processes.

 

ESSENTIAL DUTIES:

  • Each employee is expected to be knowledgeable of the Lottery’s Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, and will ensure retailers and players are aware of the program and provided information, as necessary.
  • Designs and optimizes data architecture to support scalable and efficient data processing, storage, and retrieval systems tailored to organizational needs.
  • Designs technical solutions based on best practices and adheres to departmental policy.
  • Implements policies, procedures, and standards to enhance the quality and efficiency of IT infrastructure services.
  • Identifies and drives service improvement plans for IT infrastructure programs.
  • Develops and implements processes to correct discrepancies and ensure data quality.
  • Determines data requirements and communicates with Database Administrators.
  • Creates and maintains data models, data dictionaries, and data catalogs.
  • Creates database objects, indexed files, and other related files as required.
  • Establishes and enforces a data retention policy to ensure compliance and optimize storage.
  • Leads data cleansing initiatives to maintain data accuracy and usability.
  • Enhances data standardization efforts to improve data integration and retrieval processes.
  • Develops and maintains a comprehensive data cataloging system to facilitate data accessibility and compliance with data governance standards.
  • Implements and maintains data governance frameworks to ensure data integrity and privacy across all platforms and systems.
  • Collaborates with cross-functional teams to support data-related technical issues and to ensure optimal data quality.
  • Conducts regular audits of data storage and processing systems to evaluate system performance and compliance with established regulations and policies.
  • Analyzes business needs to develop specific requirements for data collection and storage.
  • Analyzes data to identify trends, patterns, and correlations that can impact business decisions.
  • Participates in data cleansing and preparation by working with the Senior Data Analyst.
  • Provide necessary assistance to the Computer Systems Operations Manager, the Orlando Data Center Shift Supervisor, and the COOP Coordinator in the development, implementation, maintenance, and testing of the Lottery’ Information Technology Disaster Recovery Plan (ITDRP) and Continuity of Operations Plan (COOP).
  • Performs other duties as assigned.

 

Knowledge, Skills, and Abilities

  • Five (5) years of experience as a Data Engineer or similar role.
  • Education level of a bachelor’s degree or higher is required.
  • Proficient in using SQL for creating tables, views, and materialized views.
  • Proficient in developing and managing ETL processes that extract data from various sources, transform it into actionable formats, and load it into designated data stores.
  • Proficient in applying analytical methodologies and tools to solve business problems and drive data-driven decision-making processes.
  • Ability to write and debug SQL.
  • Ability to identify, analyze, and define system needs.
  • Knowledge of relational database concepts and techniques, specifically Oracle 19c or greater, and PL/SQL.
  • Capable of synthesizing large datasets
  • Expertise in designing scalable data structures, extracting valuable insights from various data sources, and implementing methods to clean and validate data for accuracy.
  • Efficient in identifying issues, researching potential solutions, and implementing them swiftly to maintain system integrity and performance.
  • Experienced in designing, building, and maintaining robust data warehousing solutions that support large-scale data aggregation and analysis.
  • Experience handling private and sensitive personal information.
  • Experience preparing, reviewing, tracking, and reporting on IT Infrastructure Key Performance Indicators (KPIs) and established Service Level Expectations (SLEs).
  • Experienced with TOAD for Oracle.
  • Strong critical thinking skills, capable of logical reasoning and systematic problem-solving in complex IT environments.
  • Ability to research and develop technical solutions to problems in a timely manner.
