Your Specific Responsibilities:

  • This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
  • Leadership & Governance - Provide strategic and technical leadership for enterprise-wide End User Computing (EUC) initiatives, ensuring alignment with the Florida Department of Health’s IT vision, security policies, and business objectives. Establish and enforce department-wide standards for desktop computing, endpoint management, and user experience optimization. Oversee statewide EUC governance, including compliance with regulatory requirements, cybersecurity frameworks, and technology lifecycle management.
  • Enterprise Project & Program Management - Provide leadership and technical expertise for large-scale EUC projects across the department, including planning, design, and implementation of enterprise computing platforms and services. Define enterprise system requirements, develop technical roadmaps, and manage vendor relationships for hardware, software, and managed services.
  • Technology Strategy & Architecture - Develop and maintain enterprise architecture for end-user computing, including endpoint security, device management, and collaboration tools. Drive modernization initiatives such as cloud-based endpoint management, virtualization, and automation of device provisioning. Ensure scalability, high availability, and disaster recovery strategies for enterprise messaging and collaboration systems.
  • Operational Excellence - Monitor and optimize enterprise EUC performance, leveraging analytics and performance measurement tools to ensure reliability and efficiency. Implement proactive measures for capacity planning and system health monitoring across all departmental endpoints.
  • Enterprise Messaging & Collaboration - Manage statewide messaging systems (e.g. Microsoft Exchange, Arctera Email Archive) and ensure seamless integration with enterprise collaboration platforms. Coordinate with regional and local IT teams to maintain consistent messaging standards and resolve escalated issues.
  • Endpoint Management & Automation - Provide technical leadership for enterprise deployment and client device management tools including but not limited to, Configuration Manager and Microsoft Intune. Drive automation strategies for software distribution, patch management, and compliance enforcement across all department endpoints.
  • People Leadership - Lead and develop a high-performing team of technical professionals, fostering a culture of innovation, accountability, and continuous improvement. Set clear performance expectations, manage team performance, and fulfill all manager-related tasks set forth by Human Resources.

Required Knowledge, Skills, and Abilities:

Proficient computer skills to include Word, Excel, PowerPoint and Outlook; knowledge of monitoring processes and/or working with ticketing software; knowledge of computer data bases; knowledge of laws, legal codes, court procedures and government rules & regulations; knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar; understanding written sentences and paragraphs in work related documents; communicating effectively with others verbally and in writing; talking to others to effectively convey information; ability to establish and maintain effective working relationships with others; listening to what other people are saying and asking questions as appropriate; knowledge of the methods of data collection and analysis; organize data into logical format for presentation in reports, documents and other written materials; knowing how to find information and identifying essential information; finding ways to structure or classify multiple pieces of information; ability to plan, organize and prioritize work assignments; ability to maintain a high degree of accuracy and close attention to detail; developing approaches for implementing an idea; basic management principles and practices; conflict resolution to include handling complaints, arbitrating disputes and resolving grievances; motivating, developing, and directing people as they work, identifying the best people for the job; time management skills; ability to prepare and conduct training; ability to maintain strict confidentiality; knowledge of principles and processes involved in business and organizational planning, coordination and execution to include strategic planning, resource allocation, manpower modeling, leadership techniques and production methods; knowledge of enterprise end-user computing technologies, including desktop operating systems, endpoint management, and collaboration platforms; knowledge of IT governance, security standards, and compliance requirements; knowledge of project management principles and methodologies for large-scale technology initiatives; knowledge of data analysis techniques and performance measurement tools; knowledge of strategic planning, resource allocation, and organizational leadership principles; skill in managing enterprise deployment tools such as Microsoft SCCM and Endpoint Manager; skill in analyzing business requirements and translating them into technical solutions; skill in vendor management and contract negotiation for hardware, software, and services; ability to lead and develop high-performing technical teams; ability to manage multiple priorities and deliver enterprise projects on time and within budget; ability to ensure compliance with security policies; ability to resolve conflicts, motivate staff, and foster collaboration across organizational units.

 

Minimum Qualifications:

  • High School Diploma or equivalent; AND
  • Five (5) years of professional experience as a desktop technician or similar technical role.
  • Three (3) years of professional experience as a supervisor/manager or team lead.
  • Must have a valid driver's license, satisfactorily complete a background investigation, fingerprinting, and participation in direct deposit are requirements for employment.
