 WORKING TITLE: IT PROCUREMENT & CONTRACT MANAGER

This open competitive advertisement is for a SES (Selected Exempt Service) position located at Central Office in Tallahassee, FL, in the Office of Informational Technology.

The mission of the Office of Technology in the Florida Department of Corrections (FDC) is to provide innovative, reliable, and secure technology solutions that support the Department's operations and enhance its efficiency.

This position is not a telework position and is required to report to the FDC office in the area it serves.

 

JOB DUTIES:

  • Supervises Contract Managers in the Office of Information Technology to ensure compliance with applicable laws, rules, and Department policies.
  • Oversees the contract lifecycle, including procurement support, execution, monitoring, amendment, and closeout activities.
  • Reviews and approves contract deliverables, invoices, and related documentation for accuracy, completeness, and compliance with contractual requirements.
  • Provides oversight of procurement documents, including Statements of Work (SOWs), Requests for Quotes (RFQs), and purchase orders.
  • Monitors contract expenditures and funding to ensure fiscal accountability and prevent over-expenditures.
  • Develops and implements contract management procedures to ensure consistency, compliance, and operational efficiency.
  • Ensures contract files and documentation are maintained in accordance with audit and compliance requirements.
  • Prepares reports and provides updates to leadership on contract status, risks, and performance.
  • Identifies and mitigates contractual and operational risks and ensures appropriate escalation.
  • Supports audits and implements corrective actions in response to audit findings.
  • Trains, mentors, and evaluates staff to ensure effective contract management practices.
  • Collaborates with legal, procurement, and finance staff to support contract execution and administration.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of contract management principles and lifecycle (initiation through closeout).
  • Familiarity with procurement processes and applicable state or organizational regulations.
  • Have and maintain a Florida Contract Management Certification.
  • General knowledge of IT contracts, including staff augmentation and deliverables-based agreements.
  • Understanding of vendor performance management and service level agreements (SLAs).
  • Awareness of auditing standards, compliance requirements, and documentation practices.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to supervise people.
  • Ability to make decisions in a timely manner.
  • Extensive knowledge of contract management lifecycle, including complex IT contracts (staff augmentation, fixed-price, deliverables-based, and multi-vendor environments).
  • In-depth understanding of State of Florida procurement laws, rules, and regulatory compliance requirements.
  • Knowledge of IT project delivery frameworks (e.g., PMO governance, SDLC, Agile/Hybrid methodologies).
  • Strong understanding of financial management, including budgeting, invoice reconciliation, and cost controls.
  • Knowledge of risk management frameworks, contract dispute resolution, and performance remediation strategies.
  • Familiarity with audit processes, Inspector General expectations, and documentation standards for audit readiness.
  • Understanding of data security, confidentiality requirements, CJIS compliance and regulatory standards impacting IT contracts.
