The incumbent in this position supports the State of Florida’s enterprise data strategy by coordinating and advancing data-driven initiatives that improve service delivery, interoperability, and customer experience. This role functions as a central point of execution support across cross-agency data programs, ensuring alignment between business needs and technical implementation.
The incumbent is responsible for translating strategic objectives into structured, trackable work, facilitating collaboration between agency stakeholders and enterprise data and application teams, and ensuring visibility into progress, risks, and outcomes. The role emphasizes disciplined program coordination, stakeholder engagement, and the use of measurable metrics to drive accountability and inform decision-making.
Success in this position requires a working knowledge of data management practices, the ability to operate effectively across business and technical domains, and a focus on delivering outcomes aligned with enterprise priorities.

DUTIES & RESPONSIBILITIES:
- Provide coordination and oversight of Office of Data Management projects, including defining success criteria, tracking performance, and ensuring alignment to enterprise data strategy and goals.
- Develop, maintain, and continuously refine quantitative metrics, dashboards, and reporting to provide clear visibility into program health, progress, impact, and to support data-driven decision-making and accountability.
- Establish, administer, and maintain processes, tools, and platforms (e.g., Azure DevOps, Smartsheet, SharePoint) to manage work intake, resource allocation, assignments, and performance tracking across initiatives.
- Configure and optimize work tracking systems, dashboards, and collaboration environments to ensure consistent, effective, and user-friendly execution and visibility across teams and programs.
- Translate business needs and enterprise data strategy into clear, actionable technical requirements and structured work plans (epics, features, and sprints), ensuring alignment with both technical feasibility and business value.
- Ensure traceability between planned and executed technical work and intended business outcomes, maintaining clarity and alignment across stakeholders and delivery teams.
- Develop, communicate, and maintain project plans, commitments, and requirements by translating strategic outcomes into structured, executable work components.
- Coordinate with engineering teams to support design, prototyping, and delivery of solutions, including backlog development, prioritization, and sprint planning.
- Ensure alignment between planned work, resource allocation, and desired end-state outcomes across initiatives.
- Serve as the primary liaison between business stakeholders and technical teams, facilitating collaboration across engineering, data, and customer groups to ensure alignment on scope, timelines, resource balance, and successful delivery of project milestones.
- Monitor progress against defined milestones, deliverables, and performance metrics to ensure adherence to delivery timelines across design and engineering teams.
- Identify, assess, and manage risks, blockers, and dependencies that may impact scope or delivery, escalating issues as appropriate to the Chief Data Officer.

- Coordinate and support execution of data initiatives across teams and agencies, fostering strong relationships, ensuring alignment with enterprise priorities, and managing cross-program dependencies.
- Provide clear, concise, and actionable reporting to the Chief Data Officer on program status, risks, and performance, including elevating issues requiring executive intervention and supporting informed decision-making.
- Translate complex program activities and outcomes into clear, structured, and digestible insights for executive leadership, effectively communicating the value and impact of data initiatives.
- Assist with maintenance and management of enterprise data governance artifacts, including data owner and steward inventories, governance structures, and supporting documentation
- Track agency-level governance activities to ensure alignment with enterprise standards and support the operational execution of governance processes without serving as the primary policy authority.
- Provide Technical review, guidance, and recommendations for enterprise-wide and agency-specific technology projects, governance, and initiatives.
- Assist with Florida Digital Service and Office of State Chief Data Officer initiatives as required.

- Strong communication, facilitation, and stakeholder engagement skills, including the ability to collaborate across business, technical, and executive audiences and translate between business needs and technical requirements.
- Working knowledge of governance structures and practices, with sufficient technical fluency to effectively engage with data governance and application support teams without requiring hands-on development.
- Experience supporting enterprise data or technology programs, including coordination of resources, dependencies, and overall program execution.

MINIMUM QUALIFICATIONS:
Education:
- Bachelor’s Degree or 6 years’ experience with technology projects.
- Prior experience in software development or data management projects.
- Experience with modern project methodologies including Scrum and Agile.
- Experience using program or project management tools (e.g., Azure DevOps, Smartsheet, SharePoint, or similar).
