Database Analyst

The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing the various business and workforce-related functions of state government. Under the direction of Governor Ron DeSantis and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, telecommunications, private prisons, fleet, and federal property assistance programs utilized throughout Florida’s state government. DMS is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government.  DMS facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. Position responsibilities:
Service Delivery

  • Demonstrates, models and reinforces the agency's fundamental values of fairness, cooperation, respect, commitment, excellence, honesty and teamwork
  • Provides high quality and professional customer service
  • Coordinates with vendors and service providers to resolve technical support issues
  • Administers, maintains and enforces appropriate security and access to computer systems, network resources and communications systems
  • Administers SQL server database and instances
  • Ensures overall health and availability and quality of services
  • Works with supporting platforms to manage existing capacity and to plan for future needs  
  • Gathers, analyzes and presents data from systems to support customer billing, assist in rate forecasting and facilitate decision making for the systems supported by the platform
  • Supports disaster recovery efforts for those systems subscribed to a disaster recovery service

Research and Planning

  • Keeps current with industry trends and practices
  • Verifies that proper capacity and configurations are in place to support current and anticipated needs to include working with Windows teams to procure sufficient capacity
  • Works with other agency platforms and groups to accomplish technology-related initiatives
  • Researches, analyzes, recommends, designs, tests and implements new technologies and services to deliver cost-effective and technically efficient solutions to internal and external customers
  • Assists leadership in establishing objectives, setting goals and establishing unit priorities
  • Evaluates product enhancements to ensure continuous product improvement
  • Assists leadership on technical and project-specific initiatives
  • Work with project management teams to facilitate project planning
  • Work with stakeholders to gather and analyze technical requirements

Systems Maintenance

  • Applies patches, hotfixes, service packs, and other upgrades to maintain systems at supportable levels
  • Monitors database and application performance for reliability, security and quality assurance
  • Ensures data is sufficiently protected and available for restore when required  

Internal Processes & Support

  • Follows all established database processes and procedures
  • Develops documentation for SQL Server support processes, systems and procedures
  • Participates in the change management process
  • Tracks time for Professional Services billing purposes
  • Provides second level technical support assistance to internal and external customers
  • Facilitates product purchases and maintenance renewal efforts
  • Maintains security, confidentiality and availability of systems
  • Monitors Service Desk ticketing system and responds appropriately based on published time expectations
  • Must be available for on-call and/or overtime duties as required
  • Participates in Computer Security and Incident Response Team (CSIRT) and Continuity of Operations (COOP) events, where required
  • Develops quality control methods for ensuring platform output meets standards

Knowledge, Skills and Abilities:

  • Knowledge of Windows operating system fundamentals
  • Knowledge of SQL server database backup and recovery procedures
  • Knowledge and experience with high availability database solution design, implementation, and management
  • Knowledge of database monitoring solutions
  • Knowledge of database server security principals and best practices
  • Ability to install and configure SQL server in complex environments
  • Ability and experience tuning SQL server for optimal performance
  • Ability to maintain and automate administrative tasks such as checking database statistics, backups, and index rebuilds
  • Ability to analyze and manipulate data including the ability to gather, manipulate, and report summary information (pivot tables)
  • Ability to work under pressure and with multiple deadlines
  • Attention to detail and consistency of work output
  • Ability to develop and implement project plans
  • Ability to communicate clearly and effectively in writing
  • Ability to work independently
  • Ability to conduct efficient primary and secondary technical research online 
  • Ability to write administrative scripts 
  • Ability to troubleshoot software issues
  • Knowledge of current software / hardware products and technologies 
  • Knowledge of virtualization, database, collaboration and messaging technologies
  • Fundamental knowledge of basic networking technologies
  • Fundamental knowledge of storage and data protection concepts
  • Knowledge of the interactions between databases, servers, operating systems, networks, and storage with the ability to understand how changes in one area affects the others  
  • Knowledge of security principals and best practices
  • Technical certifications preferred
  • Familiarity with Microsoft Visio and Excel

  • This position requires medium work. Ability to lift/exert up to 50 pounds of force occasionally.

Minimum Qualifications:

  • A high school diploma or equivalent.
  • One year of experience installing system software or database design experience.
  • On-call and overtime as needed, including weekends and holidays.

Preferred Qualifications:

  • IT related degree or equivalent
  • Experience working in a data center environment of 100 or more servers
  • Microsoft SQL Server
  • Experience with virtualization technologies
  • Experience with cloud providers
  • Experience with Microsoft Clusters
