The Work You Will Do:
This position ensures that small businesses are properly evaluated and certified to participate in transportation projects. Helps the agency meet federal program requirements and maintain funding eligibility. Conducts thorough reviews and investigations to prevent fraud and ensure only eligible firms are certified.
The Certification Consultant assists in the monthly processing of applications, affidavits, answering emails and assisting customers with program questions.

Your Specific Responsibilities:Serves as the primary point of contact for business certification programs, assisting with day-to-day operations and administrative tasks including processing affidavits, and applications. Monitors email inboxes and is responsible for answering calls and assisting customers with program questions from the general public, applicants, city and county governments, other state Department of Transportations (DOT's), federal agencies and other certifying agencies regarding certification procedures.
Provides technical assistance and assists with application processing as needed. Provides recommendations to improve the efficiency and effectiveness of office operations. Assists in developing and updating procedures, policies, guidelines, forms, and regulations as needed.
Produces monthly and quarterly reports demonstrating the amount of time to process applications, annual affidavits, and monthly file activity. Updates Sharepoint site to monitor and track files. Coordinates and compiles quarterly and yearly activity reports for the Federal Highway Administration. Reviews program applications and supporting documents, schedules and conduct updates of certified firms. Advises the Small Business Development Manager of potential concerns and possible solutions.
Provides direct organizational support to the Small Business Development Manager, including but not limited to, assisting in developing and updating procedures, policies, guidelines, forms, and regulations. Prepare documents for and participate in administrative hearing processes as needed. Participates in workshops, trade fairs, seminars, outreach programs, and certification training programs. Attends and participates in staff meetings, and other activities within the Florida Department of Transportation (FDOT). Responds to the public, applicants, municipal governments, federal agencies, FDOT Districts, and other certifying agencies on matters pertaining to certification.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Ability to plan, organize and coordinate multiple work assignments and meet deadlines; Ability to interact with people of all backgrounds in person, by email, and on the telephone; Ability to provide excellent customer service in person, over the phone and emails; Ability to comprehend statutes, rules and regulations and apply them to actual situations; Ability to express ideas clearly, assimilate and analyze ideas or data through oral and written communication; Ability to work independently; Ability to research topics and situations and organize the results in a logical manner for providing written reports; Ability to use various computer applications and programs and database systems; Skilled at interpreting and applying federal regulations; Ability to develop and analyze policy, procedures and legislation; Ability to conduct in person and virtual onsite interviews; Ability to travel as needed.
Minimum Qualifications:
Four years of professional or non-professional experience in systems analysis, management analysis, program planning, program research, program evaluation, or administrative work. A bachelor's degree from an accredited college or university can substitute for the required years of experience.
