The Work You Will Do:

Demand Analyst / Office of Information Technology / Strategic Services

 

The Demand Analyst position within the Office of Transportation Technology involves leading the intake and analysis of business and technology demands from ideation through project approval. The role requires translating strategic and operational needs into actionable requirements, conducting thorough user needs assessments, and documenting results in accordance with departmental methodologies and standards. The Demand Analyst will partner with stakeholders to assess feasibility, conduct impact analyses, and prioritize demands based on business value, strategic alignment, and resource constraints. Additionally, the role includes preparing comprehensive documentation to support funding decisions, developing specifications, and ensuring a shared understanding among technical and customer-facing staff.

Your Specific Responsibilities:

Lead the intake and analysis of business and technology demands from ideation through project approval. Translate strategic and operational needs into actionable requirements. Perform thorough determination of user needs at the system or process level. Document results in accordance with the Department's Project Delivery Methodology (PDM) and other Department policies, procedures and standards.

Partner with stakeholders to assess the feasibility of proposed initiatives, conduct impact analyses, and prioritize demands based on business value, strategic alignment, and resource constraints. Collaborate closely with various departments and teams to gather comprehensive requirements and insights. Facilitate meetings to ensure all stakeholder perspectives are considered. Utilize advanced analytical tools and methodologies to evaluate the potential impact of initiatives on the organization. Develop detailed project plans and timelines that ensure alignment with strategic goals and resource availability. Document solutions thoroughly, utilizing the most suitable tools and technologies to develop clear and actionable plans. Provide ongoing support and guidance to stakeholders throughout the project lifecycle, ensuring successful implementation and continuous improvement.

Prepare comprehensive documentation to support funding decisions, including business cases, cost-benefit analyses, risk assessments, and presentation materials. Develop specifications that clearly communicate process, system, and testing requirements. Interface with technical staff and customer-facing staff to ensure a shared understanding among all parties.

Participate in the development and review of policies, procedures, and standards within the Office of Information Technology. Engage in technical writing and project administration tasks, ensuring the creation of comprehensive project documentation. Conduct user interface reviews of developed solutions to ensure they meet Department standards.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of the principles, practices and techniques of business and systems analysis, system development and maintenance life cycles; ability to plan, organize, coordinate and prioritize work assignments; ability to facilitate groups of stakeholders to develop business and systems requirements and other analysis deliverables; ability to accurately estimate time requirements for computer programming tasks for a project; ability to relate to customers’ needs and perform duties in a service oriented manner; ability to work effectively with users to identify and document requirements for the maintenance or development of computer systems; ability to prepare and execute test plans, test cases, and test scripts; ability to interpret and communicate technical information related to computer programming and data processing, both verbally and in writing; ability to develop and manage information systems documentation in accordance with the department’s standards; ability to analyze processes and workflows to design efficient information solutions; ability to utilize highly technical workflow diagramming software tools and techniques; ability to develop and manage SharePoint sites.

Minimum Qualifications:

Five (5) years of experience in business, systems, and/or data analysis. Post-secondary education can substitute on a year for year basis for the required experience.
