JOB SUMMARY:

The Florida Department of Revenue (DOR) is at the forefront of delivering innovative technology solutions that support critical tax administration, child support, and property tax oversight services for the State of Florida. To help lead this transformation, the Department is seeking a dynamic, forward-thinking IT executive to serve as Deputy CIO for Application Development & Modernization within the Information Services Program (ISP). Reporting directly to the CIO, this senior leader will drive enterprise application modernization, direct the Department’s highest-priority IT initiatives, and lay the foundation for enterprise data governance. Working in close partnership with the Deputy CIO for Operations & Maintenance, who oversees infrastructure, networks, service operations, and day-to-day delivery, this role will ensure a seamless balance between building the future and running the present. Together, the two Deputy CIOs provide comprehensive leadership across the Department’s IT portfolio.

 

This Deputy CIO will ensure the Department delivers secure, modern, and scalable technology solutions to support mission-critical operations. The role directs enterprise application development teams, strategic project managers, enterprise architects, and begins the foundation of enterprise data governance. This position will guide the Department in envisioning and planning for our long-term future state, ensuring today’s modernization efforts build toward an IT landscape that is secure, resilient, and adaptable — ready to meet the challenges of the next decade.

 

Key Responsibilities:

  • Provide executive leadership for major IT initiatives and modernization projects.
  • Oversee application development teams supporting GTA, PTO, and enterprise platforms, including SAP, .NET, SharePoint, and public-facing websites.
  • Provide strategic project management oversight for the Department’s highest-priority enterprise IT initiatives, ensuring successful execution and delivery.
  • Build and lead the Department’s enterprise data governance framework, including data cataloging, metadata standards, stewardship structures, and alignment with state and federal expectations.
  • Direct enterprise architecture functions, setting technology standards and ensuring modernization alignment across ISP.
  • Foster a service first culture, mentoring leaders, developing talent, and ensuring effective collaboration with business programs and IT operations.

MINIMUM REQUIREMENTS:

  • Experience in information technology, computer science, business administration, or related field.*
  • 10+ years of progressive IT leadership experience, including application development and enterprise-scale project delivery.

SUBSTITUTIONS:

  • *Bachelor’s degree in information technology, computer science, business administration, or related field (Master’s preferred).

PREFERENCES:

  • Master’s degree in information technology, computer science, business administration, or related field.
  • Proven experience in data governance, metadata management, and enterprise modernization initiatives.
  • Experience with ERP systems (SAP strongly preferred) and cloud modernization.
  • Proven ability to communicate effectively, lead diverse teams, and engage stakeholders at all levels.

SPECIAL NOTES:

  • This position is located in Tallahassee, Florida.
  • This is an on-site leadership role and is not eligible for remote work.

SALARY: $110,000.00 - $120,000.00
