The Florida Department of Transportation, Office of Inspector General, is currently seeking a Deputy Investigative Director, Training, for our office. This position is vital to the values, mission, and vision of our organization. In this role, you will report directly to the Director of Investigations, supervising employees conducting investigations designed to deter, detect, prevent, and eradicate fraud, waste, mismanagement, misconduct, and other abuses in State government.

Your Specific Responsibilities:
Manages employees through planning and supervising the work of staff performing investigations, inquiries, analysis of supporting material, and other assignments. Ensure investigative sufficiency and compliance with management expectation. Monitors work products daily to ensure adherence with Section 20.055, Florida Statutes (F.S.) (Agency Inspectors General), Sections 112.3187-31895, F.S. (Whistle-blower Act), Quality Standards for Investigations as published and revised by the Association of Inspectors General (AIG) in the Principals and Standards for Office of Inspector General (OIG), and standards as published and revised by the Commission for Law Enforcement Accreditation, Inc. (CFA). Trains staff in tools and methods for performing effective and efficient investigations and inquires. Motivates staff to improve quality, quantity, and efficiency of work performed. Evaluates performance according to professional standards and established performance criteria.
Acts as the Florida Department of Law Enforcement (FDLE) Local Agency Security Officer (LASO) for the OIG, as well as the FDOT Human Resources Office (HRO) and the Commission for Transportation Disadvantaged (CTD). The incumbent will manage access and use by the OIG, HRO, and CTD of the Criminal Justice Information Sysytem (CJIS) administered by FDLE. The incumbent will maintain this certification; and records of CJIS use, which will be subject to audit by FDLE.
Receives and documents complaints of fraud or misconduct by citizens, department employees, contractors, consultants, vendors or suppliers. Independently plans, manages and conducts investigations to determine whether violations of statutes, administrative codes, policies, procedures or contracts have occurred. When potential criminal violations are evident impacting the department, investigates in cooperation with law enforcement and or prosecutive partners to resolve allegations. Prepare reports of investigation and testifies in criminal or civil court as well as in administrative hearings. Maintain knowledge of current statutes or regulatory guidance to effectively conduct investigations. Use a state vehicle or other approved conveyance to travel to and from sites on official state business.
Assesses effectiveness of investigative activities and reports and provides recommendations for innovative methodologies for improved work processes.
Keeps informed of current department issues and concerns. Recommends proactive responses to identified issue.
Provides counseling and support to the Director of Investigations (DOI) to ensure compliance with the mission of the OIG. Has delegated authority to act on the DOIs behalf as necessary. Provides counsel and direction to department officials and other entities on matters related to OIG policies. As authorized in Section 20.055(5)©, F.S., the position incumbent shall have access to any records, data, and other information of the state agency (including confidential and exempt data) necessary to carry out the duties of this position.
Conducts briefings and training to department employees and agency partners (e.g. contractors/consultants/sub-contractors) to heighten awareness regarding acts of fraud and misconduct and encourages cooperation between the department, industry, and OIG personnel.
