This Deputy Traffic Safety Administrator position is responsible for supporting the Highway Traffic Safety Grant Section of the FDOT State Safety Office with grants management and fiscal management activities.

Your Specific Responsibilities:

 

This Deputy Traffic Safety Administrator position is responsible for supporting the Highway Traffic Safety Grant Section of the FDOT State Safety Office with grants management and fiscal management activities. The position facilitates highly specialized, and professional work statewide which includes but is not limited to:

 

Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recall’s, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.

 

Manages the activities of the Traffic Safety Program unit. Administers, oversees, develops and manages the resources (staff, equipment and materials) of the Safety Program unit. Monitors section activities to ensure each area is operating in an efficient and effective manner and provides adequate support to the overall operation of the FDOT State Safety Office, keeping within the mission and vision of the Department. This includes recommending and implementing alternative strategies as required. Discusses plans, goals, schedules and issues regularly with the Traffic Safety Administrator. Keeps supervisor appraised of such activities. Assists with the coordination, development, implementation, and evaluation of all planning documents, including the data-driven 3HSP, Annual Grant Application (AGA), Annual Report (AR), as well as other reports describing planning or program activities as required in accordance with the Federal requirements of the U.S. Department of Transportation (USDOT), National Highway Traffic Safety Administration (NHTSA). Assists in developing, documenting, and maintaining planning strategies for the unit’s grant production activities and the Program Manager section consistent with the Strategic Highway Safety Plan and Triannual Highway Safety Plan (3HSP).

 

Establishes and provides staff with guidance on the implementation of planning and monitoring procedures to ensure Federal guidelines are followed and deadlines are met. Oversees the development of problem identification strategies, including data analysis, to set performance goals required for the 3HSP, including development and monitoring of subgrants with traffic safety partners to accomplish technical details. Oversees development of strategies to ensure they align with the AGA and 3HSP and that subgrants contain data-driven goals and expectations. Develops and conducts evaluation procedures to determine if the State is meeting its Highway Safety goals as set forth in the federal planning documents, makes required adjustments to the program to ensure goals are met, and provides input into the problem identification process for the next subgrant cycle.

 

Oversees staff and activities required to solicit input from the State and local traffic safety partners into the 3HSP and AGA planning processes. Coordinates the implementation of activities required to complete an annual report for the previous year’s AGA to ensure Federal guidelines and deadlines are met. Monitors budget and expenditures to ensure funds are spent in a timely manner according to the awarded subgrants. Monitors program revisions to ensure the AGA and 3HSP are kept updated in a timely manner. Ensures changes are provided to NHTSA and FHWA on a regular basis. Develops the timeline for AGA and 3HSP development for the next fiscal year. Tracks compliance within the established timelines.

 

Serves as primary system administrator for the Florida Highway Traffic Safety Grant System. Tasks include: regular monitoring of the grant system function, authorizing user access and role assignments within the grant system, coordinating technical assistance with the system vendor to correct system errors or make necessary improvements, assisting the Traffic Safety Administrator in developing, testing, and ensuring implementation of new system forms and processes, maintaining accurate accounting of annual contracted time and maintenance hours to ensure annual roll over and system maintenance. Creating and assisting with the delivery of accurate guidance documentation on system use and training for appropriate system use for subrecipients and FDOT State Safety Office staff.

 

Performs Quality Assurance, Policy, and Training Support for Program Managers. Tasks include: assessing quality of products and services; collecting pertinent data for determining adequacy of and compliance with management policies, systems directives, and procedures; delivering audit findings to the Traffic Safety Administrator by means of reports, analysis, and briefings; maintaining the Highway Traffic Safety Program Manual to ensure compliance with current regulations and policies; updating and creating forms necessary to implement the program in compliance with State and Federal regulations; collaborates in the training of FDOT State Safety Office staff on subgrant policies and procedures to ensure that they are well-equipped with the knowledge and skills necessary for successful program execution. Reviews and recommends updates to the rules governing the Highway Traffic Safety Program implemented by FDOT. Reviews and analyzes the impact of proposed legislation, regulations, rules, and procedures on highway traffic safety.

 

Represents the Department at various meetings and conferences. Make presentations as requested to staff and statewide traffic safety partners and groups. Provides substantial coordination, collaboration, and negotiation with federal, state, local agencies and non-profit organizations in the "4E" disciplines of engineering, enforcement, education and emergency services, as well as others such as the health care community, the judiciary, and prosecuting attorneys. Promotes the Department’s business model and contributes to the success of the Department’s mission and vision. Participates in the coordination of Florida's hosting of national safety conferences and meetings, such as Lifesavers, the annual meeting of the Governor's Highway Safety Association, etc. Duties include the necessary planning, coordination with applicable national organizations, and follow through conducting the conferences in Florida.

 

Maintains the NHTSA Grant Tracking System (GTS) for the financial management of highway traffic safety grant funds; obligates funds in NHTSA systems that are awarded annually; transfers funds within various program areas to accomplish goals and objectives; completes year end transactions to close out previous year's programs and carry-forward of unexpended funds from the previous year into current year program areas. Monitors the monthly voucher report verification and transmission.

Knowledge of:

  • Skilled in effectively working on a personal computer with a Windows operating system using Microsoft Office suite.
  • Skilled in providing consultation, expert advice and information to management or other groups on technical, systems-related, or process related topics.
  • Skilled in effectively understanding, interpreting and applying laws, rules, regulations, policies, and procedures.
  • Skilled in effectively communicating both orally and in writing, including making presentations, conducting training, and writing reports and correspondence.

Ability to:

  • Ability to implement highway safety countermeasure activities in a specific and specialized traffic safety program area.
  • Ability to assemble, interpret, and/or apply statistical data into functioning plans, programs, or recommended actions.
  • Ability to effectively establish goals, objectives, and priorities for specific traffic safety program area.

Other Job-Related Requirements:

  • Completes training as required by Strategic Highway Safety (SHSP), 3HSP, AGA, and AR. Travel as required.
