Overview:

The Florida Gaming Control Commission is responsible for exercising all regulatory and executive powers of the state with respect to legal gaming, including pari-mutuel wagering, cardrooms, slot machine facilities, oversight of gaming compacts, and other forms of gambling authorized by state law, excluding the Lottery, as well as directly enforcing Florida’s gaming laws and combatting illegal gambling activities.

The agency is overseen by five Commissioners who are appointed by the Governor, with Commissioners appointing an Executive Director who leads a team of nearly 200 staff members.

The mission of the Florida Gaming Control Commission is to preserve and protect the integrity of gaming activities through fair regulation, licensing, effective criminal investigation, and enforcement.

Position Duties and Responsibilities:

This is work performing tasks that require a general knowledge of analytical practices and procedures related to criminal intelligence, as well as a working knowledge of digital, cyber, and information technology tools. Work involves collection, analysis, and presentation of data related to criminal activity investigated by the Division of Gaming Enforcement. The incumbent in this position utilizes critical thinking, cyber, and digital technology skills to analyze internet-based activity used to facilitate illegal gambling within the state of Florida.

• Researches and recommends for acquisition the necessary hardware and software assets for use in technology-related investigations.
• Maintains, utilizes, and validates hardware and software used in technology-related investigations.
• Researches current and anticipated future technology advances to assess potential impact on the investigation of illegal gambling.
• Provides additional investigative leads discovered as a result of analysis of digital evidence and provides informal suggestions concerning the investigation based on an in-depth knowledge of the analyzed evidence.
• Assists in drafting subpoenas to ensure that pertinent records are identified. May accompany sworn personnel on search and seizures, after premises are secure.
• Participates in interviews conducted by sworn personnel of witnesses and subjects, regarding matters for which a detailed understanding of technology-related issues is necessary.
• Provides analysis of forensically recovered digital evidence for criminal investigations.
• Assists with the search and seizure of technology and digital evidence on crime scenes, search warrants, and during other criminal investigative activities.
• Extracts pertinent entries from records examined and prepares a concise summary of findings and necessary documents in various formats which would otherwise be highly complex in form, to include worksheets, schedules, memoranda, investigative reports, charts, or other presentation formats.
• Assembles and arranges evidence and work product for trial purposes, and prepares a variety of related reports, graphs, charts, and exhibits, and otherwise assists investigative personnel and prosecutors with grand jury and trial activities.
• Testifies, when required, before a statewide, state, or federal grand jury or trial jury and during other proceedings, as to information obtained, and/or analyzed and for chain-of-custody evidence.
• Works with outside law enforcement, prosecutorial agencies, FGCC Pari-mutuel Wagering staff, tribal criminal justice agencies, and non-criminal justice agencies on a regular basis. Maintains regular communication with these entities for the purpose of gathering and organizing information on current and developing activity in illegal gambling.
• Reviews, monitors, and researches criminal intelligence from various sources to identify activities, patterns, and techniques used to facilitate and conduct illegal gambling.
• Reviews, monitors, and researches criminal intelligence from various sources to compile information on suspects and businesses suspected of criminal activity related to illegal gambling.
• Uses digital and forensic tools to aid in the investigation of online sports betting and other illegal gambling activity, to establish connections between criminal activity and persons or organizations.
• Assists with development of covert identities to be used in online platforms, and maintains covert network for division use.
• Maintains familiarity with legal issues surrounding the analytic process including privacy, confidentiality, civil rights, and civil liberties protections within the intelligence cycle and products, such as application of the 28 CFR Part 23 regulation and the handling of personally identifiable information (PII).
• Travel as required to provide investigative support.
• Performs other duties as assigned.

Knowledge, Skills, and Abilities:

• Knowledge of the criminal justice system;

• Knowledge of the methods of data collection;
• Knowledge of and ability to create databases, flowcharts, graphical timelines, and spreadsheets;
• Comprehensive knowledge of fundamental computer operations, including hardware, software applications, and electronic communications;
• Familiarity with computer, mobile, digital, and cyber forensic tools;
• Sufficient oral communication and personal skills to be able to deal effectively with employees in other government agencies, businesses, and the courts;
• Proficient with Microsoft Office Suite (Word, Excel, Access, PowerPoint);
• Working knowledge of Linux, Mac OS, Android OS, iOS, and Windows OS;
• Ability to maintain knowledge of current technology trends and techniques;
• Ability to utilize problem-solving techniques;
• Ability to use writing skills to clearly and factually present complex and interrelated information in investigative reports;
• Ability to plan, organize, and coordinate work assignments;
• Ability to use deductive reasoning;
• Ability to maintain confidentiality of information; and
• Ability to understand and apply applicable statutes, rules, regulations, policies, and procedures.

Preferred Qualifications:

• Degree in Cybercrime, or Digital Forensics.
• GIAC, CompTIA, SANS, Cellebrite, or other industry-recognized certifications.

Minimum Qualifications:

• Two (2) years of experience in computer crime or digital forensics; or
• A combination of two (2) years of experience in cybercrime, computer crime, digital forensics, criminal intelligence, or crime analysis; and cybersecurity, computer system analysis, or computer information systems.
