The Work You Will Do:

Director, Forecasting and Performance

This position manages the Forecasting and Performance Office and oversees multiple technical sections responsible for specifications development, cost estimating, product evaluation, and utility coordination for statewide transportation projects. It directs professional engineering staff in developing policies, specifications, and cost estimates, ensures coordination with internal offices, industry partners, and the Federal Highway Administration, and maintains quality assurance across programs. The role also administers budget, personnel actions, and staff training, provides statewide guidance on utility accommodation and product evaluation, and serves as a liaison with Districts, FHWA, and industry through committees and task teams.

Your Specific Responsibilities:

Manages the Forecasting and Performance Office. Directs staff that are engaged in analyzing and interpreting engineering data and applying engineering quantitative techniques to develop statewide policies, procedures, and processes for Forecasting and Project Costs, Project and Performance Management, and Local Agency Programs and Grants. Stays and ensures staff stays current on best practices and technologies to ensure the latest best practices and state-of-the-art technologies are implemented in the programs. Manages consultant contracts. Supports emergency operations preparation, response, and recovery.

Oversees the Forecasting and Project Costs Section. The Forecasting and Project Costs section is responsible for providing construction cost pricing on Department projects. Leads staff in conducting quality control checks of the official cost (estimate) and performing comprehensive bid reviews of all construction projects scheduled for Central Office contract letting. Leads staff in ensuring computer programs used in costing are developed and maintained in order to assist Districts in efficient and accurate preparation of construction cost pricing. Leads staff in the development, coordination, and use of construction pricing indicators by the Districts in their preparation of construction cost pricing. Leads staff in the development, coordination, and delivery of Independent Project Costs on select projects.

Oversees the Project and Performance Management Section. The Project and Performance Management Section is responsible for developing and providing a comprehensive project management program and developing and providing a comprehensive project controls review and check program. Leads staff in providing design, construction engineering and inspection, and construction project, project management expertise, the development of a stepped project management program with increasing levels of requirements, and the development and delivery of training. Leads staff in providing design, construction engineering and inspection, and construction project, project control expertise in areas such as but not limited to schedule, costs, and risk. Leads staff in the development of project control performance measures and targets and the review and reporting of performance.

Oversees the Local Agency Programs and Grants Section. The Local Agency Programs and Grants Section is responsible for developing and delivering the Department's federal and state funded programs for local agency transportation projects and supporting the administration of grants awarded to the Department. Leads staff in providing local programs expertise; coordinating with districts, local agencies, and FHWA; developing and delivering training; and identifying, tracking, and reporting local program projects. Leads staff in supporting Department grant awardees in identifying, tracking, and reporting on grant requirements to ensure compliance.

Manages overall office functions. Manages the budget. Oversees all necessary personnel actions and administrative duties. Directs, administers, and oversees training and development of personnel.

Serves as a liaison with Districts, other offices in Central Office, Federal Highway Administration (FHWA), and Private Industry. Participates on national, state, and local internal and external task teams and committees as a result of Department, Industry, or FHWA coordination.

Licensure/Registration/Certification Requirements:

Registration as a Professional Engineer, pursuant to Chapter 471 of the Florida Statutes.

Other Job-Related Requirements:
