Your Specific Responsibilities:
This position serves in a leadership and management role, responsible for supervising positions and guiding the overall management of the Rebuild Florida program and Community Development Block Grant-Disaster Recovery (CDBG-DR) funding. This position is responsible for the direct supervision and coordination of employees and contractors that are helping to implement CDBG-DR programs.
- Manage, supervise, and conduct staff performance appraisals, and handle the hiring and disciplinary actions of staff, as needed, and in compliance with applicable laws, rules, policies, and procedures.
- Coordinates communication and technical assistance needs for CDBG-DR initiatives.
- Coordinate and assist with training of new staff.
- Track, prepare and perform critical review of all required State or Federal reports for content and compliance with statutory requirements and program policy and ensure all reports are routed for internal review and submitted on time.
- Oversee CDBG-DR efforts, requiring complex coordination across multiple programs and processes.
- Maintain a complete understanding of all applicable HUD, State of Florida policies and requirements.
- Oversee the implementation and operations of the CDBG-DR Program, which includes oversight and distribution of resources, Florida ⚚ Action Plan and overall cost and performance management.
- Supervise program managers of all disaster recovery programs and ensure appropriate support for program execution.
- Monitor and understand the financial performance of the various programs.
- Manage the third-party vendor contracts and overall procurement strategy for CDBG services.
- Oversee the deployment and use of CDBG System of Record.
- Make presentations at various workshops and conferences. Attends and participates in meetings at the request of management relating to DRI issues, both within and external to the Department.
- Prepare briefing materials, talking points, reports and analyses, and materials for public information requests under managerial supervision as requested.
- Develop and conduct technical training on program related area.(moved from KSAs)

Required Knowledge, Skills, and Abilities:
- Must be self-motivated.
- Knowledge and experience of Federal and/or State grant or contract management regulations and processes (i.e. development, administration and monitoring of State or Federal grants and contracts).
- Knowledge of and experience in Management Principles and Techniques and Demonstrated Supervisory Skills.
- Working knowledge and skills in Microsoft Office (i.e., Word, Excel, and PowerPoint).
- Working knowledge of financial management and budgeting of State or Federal funds.
- Ability to plan, organize, prioritize and coordinate work activities for self and team.
- Ability to use problem solving techniques, maintain records, and establish and maintain effective working relationships.
- Ability to conduct and compile research and provide reports and analyses as required.
- Ability to demonstrate adaptability and flexibility.
- Ability to work independently, and as a member of a team, and exercise sound judgment while representing the Departments best interest.
- Ability to manage multiple tasks and meet deadlines without sacrificing accuracy, customer service, or ethics.
- Ability to effectively communicate verbally and in writing.
- Ability to perform fiscal reviews, develop and interpret fiscal reports and track expenditures.
- Ability to make presentation in group or individual settings
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Preferred –
Experience with federal grants.
Experience in the executive and legislative processes.
Pay: $95,000 - $125.000 Annually

The Work You Will Do:
The incumbent in this position must exercise independent judgment in the administration, preparation and management of complex programs and processes; ensure internal controls are established and maintained for each area of responsibility; identify efficiency opportunities in the process areas; and ensures compliance with state and federal requirements; provide assistance in solving problems related to monitoring and audit report findings; assist with the input and upkeep of the technology system of record and utilize the database to generate management reports; coordinate with, and assist Florida Commerce Bureau Finanical Management in preparing and processing annual financial reports reporting to constituents and stakeholders on compliance and fiscal matters
