SPECIAL NOTES:

Four (4) years of experience in Computer Science, Software Engineering, Information Technology, Business Administration, or related field is required.  A bachelor’s degree in Computer Science, Software Engineering, Information Technology, Business Administration, or related field may substitute for the required years of experience. An associate degree in Computer Science, Software Engineering, Information Technology, Business Administration, or related field may substitute for two (2) years of the required experience.

 

Additional requirements:

  • Ten (10) years of progressive experience in applications support, software implementation, database and application development including web services.
  • Five (5) years managing IT Project Management and manage technical support staff.
  • Five (5) years of extensive experience and proficient knowledge of cloud computing technologies.
  • Proficient in the English language.

 

This position may be required to occasionally perform duties other than those listed on the position description.

The salary range for this position is $125,000.00 to $165,000.00 annually.

 

Employees of the Department of Financial Services are paid on a monthly pay cycle.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to successfully manage the day-to-day activities and responsibilities associated with the Bureau of Application System Development.
  • Ability to provide guidance and direction to subordinates, including setting performance standards and monitoring subordinates.
  • Ability to coordinate members of a workgroup to accomplish tasks and to conduct complex projects by setting goals and establishing performance measures for his/her team.
  • Skill in communicating with IT professionals inside and outside the organization, representing the organization to customers, and other external sources.
  • Skill in weighing the relative costs and benefits of a proposed and potential action plans.
  • Knowledge of principles and processes involved in business and organizational planning, coordination, and execution.
  • Expert Knowledge of the principles and practices associated with Object Oriented Programming (OOP), Web Services and multi-tier application architecture.
  • Proficient Knowledge of one or more mainstream programming language and development environment (C++, C#, ASP, PHP, .Net, Java…). 
  • Ability to effectively conduct Joint Application Development sessions (JAD) with customers.
  • Knowledge and abilities to maintain and apply the Division Information System Development Methodology (ISDM).
  • Proficient knowledge of the concepts and techniques related to database logical design, application security and performance tuning.

 

BRIEF DESCRIPTION OF DUTIES:

The Director of Application Development will provide the leadership, vision, and direction for our Application Services team. This team provides support for the DFS business lines, and other related systems. The successful candidate will be a dynamic leader, excellent communicator, have demonstrable expertise in project management, and above all be customer and team focused. You will manage and supervise technical and support staff; work closely with stakeholders from across DFS to define and implement technology enhancements and solutions; and be responsible for planning, implementation, and programming of applications systems, including overall design, development, integration, and maintenance.
