ANTICIPATED VACANCY

This is a highly responsible managerial position assisting the Inspector General in directing and supervising the Internal Audit Section in accordance with § 20.055, F.S., Internal Audit Section operating procedures, General Accepted Government Auditing Standards (GAGAS), and Standards for the Professional Practice of Internal Auditing.

The primary activities include:

  • Supervising all Internal Audit Section staff.
  • Managing risk assessments and annual planning processes.
  • Direct supervision of each audit project including project planning, communication with agency staff, field work design, interim review, and approval.
  • Conducting weekly meetings with individual auditors.
  • Supervising and providing guidance in defining the audit exceptions.
  • Working directly with the individual auditors in report drafting.
  • Direct participation in entrance and exit conferences.

Section 20.055(2)(g), F.S., requires effective coordination and cooperation between the Auditor General, federal auditors, and other governmental bodies with a goal of avoiding duplication.  In an effort to facilitate these duties, the Internal Audit Section will liaison with external auditors, provide advice to agency personnel on the appropriate response to external audit findings, coordinate entrance and exit conferences and audit responses, and the track all corrective action related to external and internal audit findings.

 

The Single Audit Unit provides assurance to contract managers of the financial health of Department providers. Oversite of this unit includes review of all projects and regular meetings with the single audit staff to discuss process, procedures, and findings.

 

An audit plan is developed for the purpose of serving and assisting management in improving Department efficiency and effectiveness, as well as protecting the assets of the Department against fraud, waste, and abuse.  The types of audits that could be conducted are financial, compliance, performance, contract, information systems, and management reviews.

 

Part of the audit planning process is to develop and conduct a comprehensive risk assessment of the Department to determine areas with the highest risk of fraud, waste, or abuse.  Risk assessment results are used to select audit projects, as well as inform management of areas of concern.

 

Provide assistance to the Inspector General in developing and publishing the annual report required by 20.055(7)(a), F.S.
