Minimum Biweekly Rate of Pay: $3,743.66 Bi-Weekly. (In accordance with current spending restrictions, if the appointment is an internal promotion, the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever higher.)

DESCRIPTION:
Ensures oversight in directing and operating all detention centers in the North Region.
(TRAVELING IS MANDATORY)
Supervise staff in the North Region who provide operations and administrative support services to the various detention centers in the assigned region.
Supervise Chiefs within the region and work with the Detention Superintendents in the assigned region, creating work assignments for the region office staff and superintendents, and monitors the completion of the assignments.
Oversees preparation of the legislative budget requests for the region, advocating on behalf of the region to ensure adequate resources for services delivery.
Provides mentoring and technical assistance to the Chiefs and Superintendents in the region related to administrative issues in the centers and be available for consultation with the Chiefs and Superintendents on a regular basis as issues occur which need to either be reported to the region or as are requested by the facility.
In addition, reviews compliance, in conjunction with staff in the region office, with established policies and procedures by the Chiefs in areas to include but not limited to:
Development of the centers; annual goals and objectives.
Compliance with the centers’ operating budgets and spending plans.
Compliance with the policies for use of JJIS, SharePoint, Tableau, and all related systems.
incorporating the function of the Detention Services branch.
Corrective action plan development and implementation as a result of security audits, quality assurance reviews, contract monitoring, etc.
Review and forward each centers’ quarterly report to the Assistant Secretary for approval, provide appropriate feedback to the chiefs and advise the Assistant Secretary of recommended corrective actions where necessary.
Review and monitor actions related to personnel matters to include recruitment and hiring, discipline, grievances, FMLA, FSWP, and Worker’s Comp.
Performs site visits to the various detention centers in the region on a regular basis, reviewing the functions of the centers during these visits, meeting with the superintendent and other staff, performing record review, as well as appropriate inspections.
Serves on various departmental workgroups as established for special assignments as related to operational and programmatic matters in detention.
Serves as the regional representative for coordination with other branches and staff in the Department on matters related to Detention Services.
Represents the Assistant Secretary or Deputy Assistant Secretary, at various meetings and activities throughout the state, as assigned by the Assistant Secretary.
MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of basic Management principles and practices.
Knowledge of detention services policy and procedure.
Knowledge of Department, State and Federal policy and procedure relating to operation of a Juvenile Detention Center.
Knowledge of methods of compiling, organizing, and analyzing data.
Ability to practice management principles and practices.
Ability to develop and implement various program monitoring methodologies and techniques.
Ability to provide in-service training on detention center operational methods, facility operating procedures and department policy of procedure.
Ability to develop program policy, procedures, manuals, administrative rules, and agreements.
Ability to understand and apply applicable rules, regulations, policies, and procedures.
Ability to prioritize workload.
Ability to plan, organize and coordinate work assignments.
Ability to develop various reports.
Ability to formulate and monitor standards and operating policies and procedures.
Ability to establish and maintain effective working relationships with others.
Ability to communicate effectively.
PREFERRED QUALIFICATIONS:
Preference will be given to candidates with experience:
- 5-8 years of experience supervising staff.
- 5-8 years of experience working in a secure juvenile or adult correctional facility.
- 5-8 years of experience as a secure facility Superintendent.

This position will require you to work overtime with little or no notice.
