OVERVIEW

Employment in this position is contingent upon a satisfactory criminal history check (fingerprints) in accordance with Chapter 435, Florida Statutes prior to or within the first three (3) days of employment.

This position requires 10-25% travel.

Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday.

DESCRIPTION

This Senior Management Position (SMS) coordinates, manages, and supervises the information resources activities of the Florida Fish and Wildlife Conservation Commission (FWC), serving as the Chief Information Officer as provided in F.S. 282.3055 and coordinates FWC efforts to comply with F.S. 282 and associated rules and policies. The incumbent reviews data to make decisions or recommendations to the agency Executive Director and Senior Leadership Team (SLT) that influence long-term policies, organizational objectives, and expenditures of funds and/or organizational development; communicates extensively with SLT to discuss issues and policies that determine implementing strategies of critical importance to the agency's objectives.

DUTIES AND RESPONSIBILITES

• Provides executive leadership and strategic direction for statewide Information Technology (IT) initiatives, ensuring effective coordination, planning, and execution of technology projects across the agency.
• Oversees and manages the Office of Information Technology budget with accuracy, accountability, and adherence to state fiscal policies and requirements.
• Develops, implements, and maintains agency-wide IT policies, standards, and procedures, including governance processes for evaluating and approving information technology resource acquisitions in accordance with Florida Statutes and statewide rules.
• Leads enterprise IT operations, including information security, application development, data management, infrastructure services, network administration, operations support, web services, telecommunications (cellular and satellite), and contracted technology services.
• Serves as a principal advisor to the Executive Director and senior leadership, providing expert counsel, analysis, and recommendations on all matters involving technology, cybersecurity, and digital modernization.
• Supports the agency’s Legislative Budget Request (LBR) development, ensuring IT priorities are well-defined, strategically aligned, and appropriately represented.
• Represents the agency before the Florida Legislature, the Governor’s Office of Planning and Budgeting, and other governmental or executive entities on IT strategy, initiatives, compliance, and funding matters.
• Directs the design, deployment, modernization, and sustainment of enterprise communications networks and technology support systems to ensure high availability, resilience, and performance.
• Ensures all technology strategies and operations align with FWC’s mission, strategic priorities, Division-level business needs, statewide enterprise architecture, and applicable legislative mandates.
• Facilitates cross-divisional collaboration, serving as liaison to ensure coordination, planning, integration, and continuity of user-facing applications and IT-enabled business processes.
• Maintains effective communication and leadership engagement with executive management, direct reports, and agency personnel in accordance with the Commission’s standards for professional communication and organizational leadership.
• Monitors emerging technologies, industry trends, and statewide standards, providing informed guidance to advance the agency’s IT maturity and long-term digital posture.
• Ensures compliance with Section 215.422, Florida Statutes, including adherence to Department of Management Services financial rules and FWC invoice processing and warrant distribution procedures.
• Ensures compliance with Section 282.3063, Florida Statutes, regarding Enterprise Resource Planning and Management Reporting requirements.
• Supports cross-functional agency operations, contributing expertise wherever needed and collaborating across Divisions and Offices in support of enterprise initiatives, team-based projects, and organizational priorities.
• Directs cybersecurity operations and incident response, ensuring proactive threat monitoring, rapid mitigation, and compliance with statewide cybersecurity standards and directives.

MINIMUM REQUIREMENTS

Six or more years of progressive, hands-on experience in enterprise information technology, including responsibility for areas such as infrastructure, cloud environments, cybersecurity, application systems, data management, and IT operations.

AND

Two years or more experience leading IT budget planning and multi‑year technology strategy, including evaluating IT program performance, prioritizing resources, and aligning spending with organizational objectives.

• Knowledge of the operation of a technology office as a service office to an agency.
• Knowledge of state budget process.
• Knowledge of state purchasing guidelines.
• Knowledge of state hiring and Human Resource practices.
• Ability to effectively communicate complex subjects in a non-technical manner.
• Ability to articulate, set, and execute, long range strategic goals that align with the business needs of the agency.
• Ability to work with agency directors and their staff to understand their needs and ensure that those present and future needs will be met by the technology office.
• Ability to manage a budget in a manner that conforms to requirements of state government in Florida.
• Ability to effectively communicate and professionally represent the technology needs of the FWC to Commissioners, legislative staff, committee members, and the Governor’s office.
• Ability to work as both a team member and team leader.
