This position is responsible for analyzing and directing the Department’s disbursement policies, processes, programs and related accounting activities. This position is also responsible for monitoring disbursement and payroll processes and related accounting activities, in addition to providing guidance to districts for decentralized disbursement and payroll processes.

Your Specific Responsibilities:

This position is responsible for analyzing and directing the Department’s disbursement policies, processes, programs and related accounting activities. This position is also responsible for monitoring disbursement and payroll processes and related accounting activities, in addition to providing guidance to districts for decentralized disbursement and payroll processes. 

 

Analyze, monitor and produce reports on disbursement and payroll processes. This includes tasks such as: performing periodic review and analysis of operations to ascertain adequacy of internal controls and timely, accurate and adequate services; inspecting, reviewing, and examining activities for operational efficiency, compliance with statutes, administrative codes, procedures, and policies; devising and checking methods used to maintain records; preparing, analyzing, and presenting related monthly reports; reviewing programs, services, forms and reports, and conferring with management and users to identify problems and improvements; recommending methods, techniques and procedures to improve operations. 

 

Develop, maintain, and deploy an effective quality assurance program on disbursement and payroll activities. This includes tasks such as: assessing quality of products and services; developing an effective quality examination program; coordinating and scheduling field reviews; determine scope of audit necessary for evaluating soundness, adequacy and application of controls; collecting pertinent data for determining adequacy of and compliance with management policies, systems directives and procedures; performing audit steps to include report analysis, source data examination and tests to detect inadequate controls and unusual or significant trends; conducting on-site observations and interviewing personnel to evaluate work performance and adequate separation of duties; establishing audit files and preparing work papers in sufficient detail to reveal nature and extent of work performed and to substantiate findings and recommendations; and delivering audit findings to management by means of reports, surveys, analysis and briefings.

 

Define/develop, analyze and monitor disbursement and payroll systems and programs. This includes tasks such as: assisting in preparing updates to existing systems or preparing new systems proposals; conducting tests of new or updated systems and procedures, evaluating the results and recommending action; determining need for revising local methods, instructions, and practices to comply with new or revised systems, policies and procedures.

 

Formulate and deploy disbursement and payroll procedures and policies. This includes such tasks as: designing and preparing technical publications; evaluating impact of legislative actions and executive direction; developing policies, systems, and procedures, and overseeing their implementation and publication; developing training materials and appropriate delivery methods including but not limited to presenting at statewide conferences and/or conducting train-the-trainer and instructor led training classes; providing consultation and expert advice to management or other groups on technical, systems-related, or process related topics.

 

Coordinates disbursement and payroll operations and activities. This includes such tasks as: providing technical guidance to district financial services offices and cost center managers; advising staff on technical and legal aspects of functions and responsibilities; coordinating with the Department of Financial Services on controversial claims involving propriety of payment; maintaining liaison with governmental agencies in developing standards for uniformity of procedures and guidance. 

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • disbursement accounting systems and disbursement activities/functions
  • word processing and spreadsheet software
  • methods of data collection and analysis

 

Ability to:

  • research Florida Statutes, Florida Administrative Code, departmental regulations, practices and procedures
  • draft procedures, manuals, and instructional documents.  Ability to make presentations, conduct training classes and use presentation software
  • identify and summarize both positive and negative performance trends from sampling records/documents
  • communicate effectively and discuss both positive and negative performance results with management and maintain professional composure at all times
  • collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of management practices
  • analyze, interpret and graph/chart performance measurement systems
  • work independently and to establish and maintain effective working relationships with others
  • utilize problem-solving techniques

 

 

Minimum Qualifications:

Five years of professional accounting experience.  A bachelor’s degree from an accredited college or university may substitute for four years of the required work experience.
