This is a career service position, that will serve as a professional research analyst for the Systems Information Management Unit, located in the Office of CMS Managed Care Plan. The successful applicant must be detail oriented and well organized, and will be responsible for conducting quantitative research and assisting with the data analysis components of a variety of research projects, as well as assisting with review, revision, and editing of research and related projects by staff. This position will be required to contribute to the unit’s diverse research agenda, and the incumbent will be expected to take an active role in collaborating with and supporting staff and colleagues to achieve the overall goals of the Office of CMS Managed Care Plan. The selected applicant will be competent in statistical analyses using SAS or R, proficient in creating graphical presentations of quantitative information, and able to write clear and simple explanations of patterns and trends. The duties of this position shall include but are not limited to the following:

* Implement mixed methodological approaches (quantitative and qualitative) in the development and execution of research on health, healthcare, programs, and supportive services.

* Conduct research and statistical analysis with a variety of data types- examples of data types include fiscal, expenditure, enrollment, attrition, geographic, time series, intervention, etc.

* Manipulate raw, very large, multi-wave client data and conduct advanced analyses to support unit research needs.

* Be able to write clearly about technical work, including articles, literature reviews, technical briefs, scholarly papers, formal correspondence, and other ways to articulate central research questions, analytic techniques, and key findings.

* Generate infographics, graphs, charts, tables, and maps with a variety of social and population data; and create figures to help explain complex statistical information to varied audiences.

* Collaborate, review, critique, and edit colleague work products, as needed.

* Submit research to interested organizations and conferences and present research findings [both to the Department and outside audiences], as opportunities arise.

* Become informed about programs and services available for children with acute and chronic health conditions and disabilities.

* Position may occasionally require travel.

* Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.

* Other duties as assigned.

 Knowledge, Skills, and Abilities:

Professional level proficiency with Microsoft products- especially Office, Teams, Word, Power Point, and Excel. Demonstrated education and/or work history of research and advanced analytic skills in large data. Experience in performing multivariate and inferential statistical analyses using SAS or R software. Ability to organize complex information into user-friendly formats for presentations and written materials. Possess professional organizational skills, demonstrate attention to detail, and committed to excellent internal and external customer service. Open to solicit and accept feedback and critique, able to establish/maintain effective working relationships with others; and willing to serve in a support role and facilitate creative exchange in collaborative projects. Ability to communicate professionally and effectively in written and spoken situations. Experience with querying data using SQL, depicting data trends in Qlik, or conducting ArcGIS map functions a plus.

Preferred Education or Skills for this position:

Master’s degree or a Bachelor’s degree and three professional years of experience performing statistical analyses in health or social sciences.
