Job Description:

This position serves as a liaison between the business community and the Division of Blind Services’ (DBS) IT department in order to provide technical solutions to meet user needs. The incumbent will possess expertise in the business unit(s) they support, as well as, an understanding of the IT organization’s systems and capabilities. Analyzes business partner’s operations to understand their strengths and weaknesses to determine opportunities to automate processes and functions. Assists in the business process redesign and documentation as needed for new technology. Translates high-level business requirements into functional specifications for the IT organization and manages changes to such specifications. Educates the IT organization on the direction of the business. Negotiates agreements and commitments by facilitating communication between business unit(s) and IT from initial requirements to final implementation. Possesses an understanding of technological trends and uses this knowledge to bring solutions to business units supported to enhance the enterprise’s competitive edge. The incumbent in this position provides direct support to the Data Processing Manager and serves as the back-up to that position when the Data Processing Manager is out of the office, or the position is vacant.  This position provides high-level technical support to the Division of Blind Services State Office. 

 

Duties & Responsiblities:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

 

  • Be available to support DBS offices statewide via remote support and travel when necessary.
  • Possess the ability to work independently and as part of a team.
  • Attend all assigned meetings.
  • Provide feedback on areas of improvement and new services.
  • Be flexible to travel to field locations for training on application updates, etc

Serves as project lead and resource for IT related projects such as:

  • File Share/Shared Drive – Microsoft Team’s File Share migration. Translates changes regarding Shared Drive and Microsoft Team’s File Share changes to end users; ensures data is consolidated and permissions are maintained.
  • Team’s Phone migration – Coordinate migration of telecommunication to Team’s Phones. Because proficient and serve as SME on Team’s Phones.  Document procedures and align end user needs with IT goals.
  • Statewide Help Desk Application Implementation (requires business rules and procedures thoroughly documented and aligned to meet the needs of the end users).
  • Website Content Updates – Coordinates content delivery from business units and works with the Web Administrator to ensure content is updated.
  • Accessibility Project – Works with MIS Administrator and acts as an accessibility team liaison to ensure for the success of statewide accessible content creation.
  • Disaster Recovery and CSIRT Member – Assists with alignment of disaster recovery and security incident response coordination.
  • Manage conference room resources and provide recommendations on upgrades. Implement new equipment. Coordinate conference room meetings and support technical equipment

Serves as primary resource for the alignment of DBS IT policies and procedures:

  • Assists the Management Information Systems (MIS) Administrator with procedure and standards development that align with department wide policies.
  • Coordinates the DBS Technology Plan and works with the MIS Administrator to ensure staff stay on track with deadlines.
  • Assists with WIOA and WINTAC readiness plans from a data perspective.
  • Maintains a professional understanding of accessibility guidelines. (ie: WCAG 2.2)
  • Participates in IT related audits; helps coordinate requests and assists with audit findings.

Serves as support for IT applications:

  • Maintains general knowledge of all IT and business applications in order to provide support when needed.
  • Coordinate and assist with application upgrades as needed.
  • Implement, translate and train division staff when applicable.

  • Ability to support Microsoft Office Suite including Word, Excel, Outlook, PowerPoint, Access and Microsoft Teams.
  • Understanding of Windows operating systems, including Windows 11 and Server 2016. Skilled in creating Power Point Presentations, Excel Templates, Dashboard Configurations, Word Templates. 
  • Knowledge of application support, particularly the AWARE case management system. General working knowledge of adaptive screen readers and magnification programs.

Minimum Qualifications:

  • A bachelor’s degree from an accredited college or university in a field of study reasonably related to computer systems analysis, computer programming or in planning or designing distributed computer systems, or in computer sciences or in management information systems; or
  • Four years of professional and relevant experience in computer systems analysis, computer programming or in planning or designing distributed computer systems, or in computer sciences or in management information systems. Preference will be given to those with a bachelor’s degree.

 

Preferred Qualifications:

Preference will be given to candidates with:

  • A bachelor’s or master’s degree from an accredited college or university.
  • Three (3) to five (5) years’ experience in computer systems analysis, computer programming or in planning or designing distributed computer systems, or in computer sciences or management information systems.

Leave Information: (CS)

    • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.

Background Screening Requirement:
