Job Description:

This position is responsible for performing business analysis of mission-critical systems, documenting the analysis to division standards, facilitating requirement and design sessions, developing analysis of alternative solutions, developing cost benefit analyses, analyzing risks, developing project and communications plans, developing quality standards, analyzing security requirements, and developing consensus on scope, budget, schedule.  The employee will have a strong knowledge of the mission-critical Information Technology systems used by the division, their key users, data interchange requirements, structure of data contained in the systems and security requirements.

Duties & Responsiblities:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

  • Developing flow charts, test plans, instruction manuals, data dictionaries, reports, system documentation, security roles, backup, and other maintenance jobs as required.
  • Primary technical disciplines should be SQL server, Visual Studio, .NET based application development framework.
  • Develop plans for installing, configuring, testing, and implementing upgrades to Information Technology applications development framework (specifically, SQL server upgrades, .NET, Visual Studio, IIS, web services, etc).
  • Responsible for data and database analysis, administration, and performance tuning of SQL database and related IT framework.
  • Provide senior-level helpdesk support for DBS line of business applications such as Aware, RSVP, SSRA, and QPIS
  • Answer questions regarding the usage of the applications
  • Coordinating information gathering needed to submit questions to vendors support desks
  • Leading and participating in testing for upgrades to applications.
  • Directs other professional and technical staff in planning, analysis, design, and implementation of mission-critical applications. 
  • Participate in the development, implementation, and modification of policies, procedures, standards, methodologies, and architecture.
  • Special projects and other duties as requested.
  • Travel may be required to complete assigned duties.

Minimum Qualifications:

Required Licensure/Registration/Certification/Experience or Education:

  • Three (3) to five (5) years of professional and relevant experience in computer systems analysis, computer programming, planning or designing distributed computer systems, computer sciences, or management information systems.

Preferred Qualifications:

Preference will be given to:

  • Applicants who meet both professional and educational experience.
  • Applicants who have direct experience in related field.

SB 1310: Substitution of Work Experience for Postsecondary Education Requirements.

  • A bachelor’s degree from an accredited college or University for Information Technology or Computer Science can substitute for 4 years of direct experience.

Related work experience may not substitute for any licensure, certification, or registration required by an agency and indicated in the advertised job description.

Leave Information: (CS)

    • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
    • Sick Leave - Career Service employees earn 8.667 hours of sick leave credits per month

Background Screening Requirement:
