Starting Salary: $2,003.61 Biweekly ($52,093.86 Annually). In accordance with current spending guidelines, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.

DUTIES AND RESPONSIBILITIES:
This position serves as a member of the Office of Probation and Community Intervention’s contracts and budget team and the primary backup to the Contracts and Budget Supervisor, maintaining full responsibility and ownership of complex contract and budget assignments for the program area. This is work conducting studies and evaluations, conducting work simplifications and measurement studies for a program, providing technical assistance, and developing statewide policies and/or procedures to assist the Department in operating more efficiently and effectively. Includes program analysis and management consulting. The incumbent in this position is expected to function with a great deal of independence and have high-quality organizational skills.
Develops scopes of work, evaluation criteria, and other documents needed for competitive procurements. Conducts workgroup meetings with subject matter experts to ensure that the solicitation and resultant contract address the program area’s needs and are consistent with Florida Statute, Florida Administrative Code, and DJJ and program area policies and procedures.
Monitors timeframes of procurements and contract actions to ensure that there is no lapse in services. Maintains the Probation contract log (e.g., contract start/end dates, available renewals, annual budget amounts, etc.) and Probation’s section of the Department’s “Plan On A Page” (e.g., procurement timeframes, renewals/extensions, etc.). Coordinates with the Contracts and Budget Supervisor to ensure that the program area remains compliant with the Department’s policy and procedures on Procurement and Contract Administration (FDJJ-2050 and FDJJ-2050P).
Reviews available funding for contracts and rate agreements and coordinates the preparation and approval of budget revisions through the Contract Review Form (CRF) process, which includes updating the contract budget in the Contract Tracking System (CTS) and notifying the DJJ contract manager. Participates in spending plan meetings and tracks contract expenditures using data from the Florida Accounting Information Resource (FLAIR) Information Warehouse and the Florida Accountability Contract Tracking System (FACTS) to ensure sufficient funding is available and fiscal year projections are adjusted as needed.
Provides technical assistance to Department staff and providers with implementing new contracted services, interpreting and operationalizing contract requirements, and resolving issues throughout the life of the contract. Facilitates meetings, conference calls, and trainings as needed with Department staff, providers, and stakeholders/community partners. Analyzes data and information gathered, documents findings, and prepares recommendations for implementation.
Reviews work products as assigned by the Contracts and Budget Supervisor to ensure the team’s timeliness, accuracy, and compliance with Department and program area requirements and expectations. Confers with management and team members to identify problems and improvements.
Assists with the development and implementation of program area procedures and templates related to contracts and budget. Provides training and guidance to team members and other Probation staff in use of new forms, reports, and procedures.
Serves a member of evaluation and/or negotiation teams for competitive procurements issued by the program area.
Performs other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Ability to communicate effectively verbally and in writing.
- Knowledge of the methods of data collection and analysis.
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operations.
- Ability to organize data into logical format for presentation in reports, documents and other written materials.

PREFERRED QUALIFICATIONS:
- Bachelor’s degree from an accredited college or university.
- At least four years of employment with the Department of Juvenile Justice.
- At least two years of experience preparing solicitations and/or contracts, including the development of comprehensive scopes of work, OR at least two years of experience working closely with DJJ contracted providers as a circuit Probation employee.
