Starting Salary: $2,003.61 Biweekly ($52,093.86 Annually). In accordance with current spending guidelines, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.

DUTIES AND RESPONSIBILITIES:
This position serves as the Statewide Human Resources (HR) Liaison for the Office of Probation and Community Intervention and is responsible for ensuring that the program area complies with all laws, rules, and policies related to human resource management, including, but not limited to, applicable Florida Statutes; Division 60L, Florida Administrative Code; and Department policies and procedures. This is work conducting studies and evaluations, conducting work simplifications and measurement studies for a program, providing technical assistance, and developing statewide policies and/or procedures to assist the Department in operating more efficiently and effectively. Includes program analysis and management consulting. The incumbent in this position is expected to function with a great deal of independence and have high-quality organizational skills.
Assists regional and circuit staff with preparing and submitting documentation required to affect personnel actions related to Probation regional and circuit positions, including, but not limited to, classification actions, recruitment and selection, and employee separations. Reviews all such documentation submitted for the Assistant Secretary’s signature to ensure completeness and accuracy; works with Regional and Circuit HR Liaisons to ensure that all missing information is provided and all errors are corrected before presenting documentation to the Assistant Secretary for signature.
Monitors turnover among all Probation positions to ensure that vacancies are posted and positions are filled in a timely manner. Works with headquarters, regional, and circuit management to address ongoing vacancies. Collects data and prepares reports for Probation management regarding long-term vacancies, high turnover, and other recruitment and selection challenges; researches, recommends, and implements strategies to mitigate recruitment and selection challenges.
Coordinates with the Office of the General Counsel (OGC), the appropriate Regional Director, and the Probation CCC Coordinator Supervisor (if applicable) to ensure that disciplinary actions are fair and consistent throughout the program area, ensure appropriate accountability for staff, and are administered in accordance with Department policy and procedures, the employee handbook, and the program area’s expectations. Collects data and conducts research to maintain disciplinary guidelines for the program area.
Develops and implements program area procedures and templates related to human resource management. Provides training and technical assistance to headquarters, regional, and circuit Probation staff in the use of procedures, forms, templates, and reports.
Prepares and submits all documentation required to affect personnel actions related to Probation headquarters positions, including, but not limited to, classification actions, recruitment and selection, and employee separations.
Provides training and technical assistance to Regional and Circuit HR Liaisons and headquarters, regional, and circuit managers/ supervisors regarding Family and Medical Leave Act (FMLA), Family Supporting Work Program (FSWP), Americans with Disabilities Act (ADA), Equal Employment Opportunity (EEO), sexual harassment, and similar types of requests/complaints that require special consideration and handling. Ensures responses to all such requests/complaints are fair and consistent throughout the program area. Collects data and conducts research to maintain response/accommodation guidelines for the program area.
Provides technical assistance to Regional and Circuit HR Liaisons and headquarters, regional, and circuit managers/supervisors in processing grievances in accordance with the Department’s policy and procedures on Career Service Grievances (FDJJ-1002.10 and FDJJ-1002.10P, respectively). Ensures responses to grievances are fair and consistent throughout the program area. Collects data and conducts research to maintain grievance response guidelines for the program area.
Reviews all Secondary Employment Authorization Requests and State of Florida Dual Employment and Compensation Requests submitted for the Assistant Secretary’s signature to ensure completeness, accuracy, and appropriateness. Confers with regional and circuit Probation managers and the OGC to resolve any potential conflicts (e.g., conflicts of interest, conflicts with the employee’s work schedule, etc.) before presenting dual employment forms to the Assistant Secretary for signature. Monitors for and notifies the Assistant Secretary of any issues/events that may necessitate rescinding, suspending, or limiting a dual employment authorization (e.g., disciplinary action, workers’ compensation benefits, conflicts of interest, etc.).
Conducts quarterly meetings with Regional HR Liaisons and monthly meetings with Circuit HR Liaisons to discuss challenges and best practices, provide information regarding Department policy or procedural changes related to human resource management, and ensure that Probation staff have the resources necessary to perform HR functions efficiently and accurately.

KNOWLEDGE, SKILLS, AND ABILITIES:
- Ability to communicate effectively verbally and in writing.
- Knowledge of the methods of data collection and analysis.
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operations.

- Knowledge of all laws, rules, and policies related to human resource management, including, but not limited to, applicable Florida Statutes; Division 60L, Florida Administrative Code; and Department policies and procedures.
PREFERRED QUALIFICATIONS:
- At least four years of experience in the area of human resource management with a State of Florida agency in the State Personnel System (which excludes the Justice Administrative Commission, State Courts System, Florida Legislature, and Florida Lottery). An associate degree from an accredited college or university may substitute for one year of experience. A bachelor's degree from an accredited college or university may substitute for two years of experience.
- At least two years of experience with: (1) Talent Management (e.g., recruiting, performance management) and/or Personnel Action Request (PAR) functionality in People First; (2) handling FMLA, FSWP, ADA, EEO, sexual harassment, and similar types of requests/complaints; AND/OR (3) handling disciplinary actions.
