Salary: $1,964.32 bi-weekly. Salary commensurate with candidate's knowledge, skills, and experience. (In accordance with current spending restrictions, if the appointment is an internal promotion, the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever higher.)

DESCRIPTION:
The essential function of this position is responsible for oversight and administration of all aspects of contract and procurement services including, but not limited to identification, negotiation, financial analysis, and execution of contract awards for the procurement of healthcare goods and services within the Office of Health Services (OHS). This position reports to the Health Administration Services Manager and coordinates procurement and contract administration activities between the Office Health Services, Office of Detention Services and the Office of Program Accountability.
DUTIES AND RESPONSIBLITIES:
The DJJ Operations Analyst position is critical to the Office of Health Services for efficient and effective contract administration. This position’s duties and responsibilities include the following activities:
Responsible for the coordination of procurement and contract administration activities, including, but not limited to, identification of program needs, negotiation, financial analysis, and execution of contracts awards for the procurement of healthcare goods and services.
Establishes a contracting plan to prioritize anticipated procurements to assure that goods and services are procured timely, when needed.
Works with the Office of Detention Services and the Bureau of Procurement and Contract Administration to identify the most appropriate and efficient procurement method to procure healthcare goods and services
Drafts the necessary procurement related documents as appropriate (contract scopes of services for medical, mental health and substance abuse services; cost analyses; procurement justification forms; conflict of interest; etc.)
Works with OHS technical staff to assure that procurement documents and contracts are technically accurate.
Assists the Health Services Administrator and OHS staff in drafting standardized contract scopes of work utilizing OHS templates.
Works with the Health Services Administrator to provide staffing for the procurement process, to provide technical support for each procurement.
Assure that goods and services procured are appropriate for the Department’s needs and that the best value is obtained for the Department.
MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of Florida laws regarding contracted services.
Knowledge of DJJ policy and rules regarding contracted services.
Knowledge of Florida laws regarding delivery of medical, mental health and substance abuse services.
Ability to provide leadership for the contracts administration, compliance and management of Office of Health Services medical, mental health and substance abuse contracts.
Ability to develop a successful strategy, development and execution of procurement processes which maximize efficiency, cost savings and reduce liability exposure.
PREFERRED QUALIFICATIONS:
At least three years of experience in contract administration and contract management; and
At least three years of experience in tracking vendor performance and contract deliverables.
SPECIAL NOTES:
This position requires traveling across the state to provide training and technical assistance in DJJ facilities and programs, as needed.
