Location: Department of Juvenile Justice, Probation and Community Intervention, 2737 Centerview Drive, Suite 1300, Tallahassee, FL 32399-3100.
Starting Salary: $2,692.31 Biweekly ($70,000.06 Annually) (In accordance with current spending guidelines, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.)

DUTIES AND RESPONSIBILITIES:
Serves as the Contracts and Budget Supervisor for the Probation and Community Intervention program area. Supervises a team of four staff who are responsible for the program area’s role in procurement and contract development, budget, and general services.
Serves as the program area’s primary liaison with the department’s Bureau of Procurement and Contract Administration (BPCA), Bureau of Contract Management, Bureau of Budget, and Bureau of General Services.
Maintains knowledge of program area policies and operations as needed through communication with program area staff to ensure that all work products completed in the areas of procurement and contract development, budget, and general services meet the needs of program area staff at the circuit, regional, and headquarters level.
Manages the program area’s portfolio of contracts, which includes, but is not limited to, prearrest delinquency citation; detention screening; supervised release; electronic monitoring; post-arrest diversion; mental health, substance abuse, and sex offender evaluation and treatment; and other intervention programs and services within Florida’s juvenile justice continuum.
Leads staff in the development of comprehensive scopes of work that meet the requirements of Florida Statutes, Florida Administrative Code, and department and program area policies; support the department’s mission, guiding principles, and cornerstones to service excellence; and meet the needs of youth, families, partners, and stakeholders within Florida’s juvenile justice continuum.
Provides technical assistance to program area staff and providers as it relates to contract issues, including, but not limited to, interpretation, operationalization, and compliance; the background screening process; training requirements; and invoicing.
Addresses issues of noncompliance and monitors corrective action plans. Works with the Bureau of Contract Management to ensure that financial consequences are imposed in a timely manner and in accordance with contracts and department policies.
Ensures that the program area meets the deadlines established by department policies for the submission of solicitations, contracts, amendments, and extensions to BPCA. Ensures that all packets submitted to BPCA meet the requirements established by department policies, contain all required documents and information, and meet the professional standards of the program area.
Coordinates the review of memoranda of understanding and memoranda of agreement with the department’s Office of the General Counsel (OGC) and works with the requesting region or circuit staff to resolve identified issues prior to the execution of such memoranda.
Responsible for allocating funds and monitoring the program area’s two budget entities to ensure that the program area is operating within the parameters of its appropriations as outlined in the General Appropriations Act (GAA), including salaries and benefits, expenses, and contracted services. Acts as the program area’s budget approver in MyFloridaMarketPlace (MFMP).
Assists the Director of Policy and Programming with the development of Legislative Budget Request (LBR) issues, including the identification of appropriate budget entities and categories, as well as the determination of appropriate funding amounts that address the issue while ensuring appropriate and responsible use of public funds.
Maintains working knowledge of and uses various systems and tools as required to fulfill duties and responsibilities, including, but not limited to, the department’s Juvenile Justice Information System (JJIS); Contract Tracking System (CTS); Staff Verification System (SVS); and the Program Monitoring and Management (PMM) system, as well as the Florida Accounting Information Resource (FLAIR) Information Warehouse (IW) and MyFloridaMarketPlace (MFMP).
Participates in meetings, workgroups, and other activities pertaining to the program area, as assigned by the Assistant Secretary or Director of Policy and Programming.
Performs other related duties as assigned.

PREFERRED QUALIFICATIONS:
Preference may be given to candidates with:
At least three years of experience in the area of procurement and contracts. An associate degree from an accredited college or university may substitute for one year of experience. A bachelor's degree from an accredited college or university may substitute for two years of experience.
Current Florida Certified Contract Manager (FCCM) certification.
Experience with contract management and/or administration.
Experience with creating and/or monitoring budgets.
Experience with the Florida Accounting Information Resource (FLAIR), FLAIR Information Warehouse (IW), and/or MyFloridaMarketPlace (MFMP).
