STARTING SALARY:  $2,281.11 Bi-Weekly (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.)

DESCRIPTION:

This position performs highly responsible technical, consultative, administrative work for the Office of Prevention Services by planning and directing procurement and contract program activities.

Identifies and resolves problematic areas of concern and/or provides recommendations to resolve procurement issues. This position performs highly responsible technical, consultative, administrative work for the Office of Prevention Services by planning and directing procurement and contract program activities.

The incumbent of this position spends the majority of time communicating with, motivating, training, and evaluating employees, planning, and directing employee's work.

Oversees the Department of Juvenile Justice’s Central Communication Center (CCC) incidents within Prevention Services. Responsible for reviewing all CCC incidents assigned to Prevention and updates from contract providers. Determine if an administrative program review is required; assigns Program Reviews to appropriate CCC staff.

Performs procurement planning and serves as liaison for anticipated procurement activities for the Office of Prevention Services.

Coordinates Program level of management on problems and policies related to these programmatic and operations issues.

Provides technical assistance to Program staff and providers as required.

Communicates effectively with customers external to the Program, maintaining a positive and collaborative working relationship.

Monitors contracts’ effective dates and procurement needs to ensure the continuation of services.

Prepares Request for Proposals (RFP), Invitation to Negotiate (ITN), Invitation to Bid (ITB), and all other procurements as requested by Prevention staff in accordance with the Florida Statutes and Department policy and procedures.

Prepares contracts, amendments, renewals, and extensions as requested.

Maintains a thorough working knowledge of Chapter 287, Florida Statute; Chapter 60A-1, Florida Administrative Code; and all Department/Bureau handbook, manuals, policies, and procedures, and proposes changes as appropriate.

Performs other related duties as assigned.

Ability to collect evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.

PREFERRED QUALIFICATIONS:

Preference will be given to all candidates who possess the following experience:

A bachelor's degree from an accredited college or university and two years of contract-management and/or procurement experience.

A master's degree from an accredited college or university can substitute for one year of the required experience. 

Knowledge of the Department Juvenile Justice Information System (JJIS).

Development of contractual specifications and scope language in conformance with State and Federal laws and agency policies.

Contract-management and/or procurement experience.

Preference will be given to all candidates who possess a Florida Certified Contract Manager certificate.

Licenses that have Corrective Lenses Restriction are acceptable, provided the driver wears corrective lenses while operating the vehicle.
