Starting Salary: $1,835.44 Bi-Weekly (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.)

DESCRIPTION:
This position will serve as the Monitoring and Quality Improvement (MQI) contract specialist responsible for the following completing actions in CTS, as applicable, and reviewing and communicating updates related to the Department's contracted servies. This position is responsible for maintaining and creating forms and templates using Adobe and Microsoft Word, providing training and technical assistance, and developing policies and procedures to assist the Bureau of Monitoring and Quality Improvement in operating more efficiently and effectively. In addition, this position will be responsible for reviewing annual compliance report submissions and preparing and routing draft annual compliance reports for review. This position will be responsible for finalizing annual compliance reports for routing and posting to the Department of Juvenile Justice (DJJ) website. This is a professional position requiring the ability to work independently to meet established deadlines. We are seeking a highly motivated person with in-depth writing, editing, organizational, and critical thinking skills.
Due to the nature of the work, overnight travel is required. Travel may be with little to no notice at the discretion of management. A valid and current State of Florida Driver's License is required.
DUTIES AND RESPONSIBILITIES:
The duties of this position include, but are not limited to:
Serves as the Monitoring and Quality Improvement (MQI) contract specialist responsible for the following:
- Completing CTS actions including serving as an external reviewer to ensure contract language is in line with MQI processes;
- Reviews amendments to ensure updates to the Monitoring and Prioritization Tool are accurate to include the addition or removal of services/locations; and
- Assists the MQI regional monitors and supervisor related to contract questions.
Responsible for assisting with the completion of the Monitoring Prioritization Tool on a quarterly basis and completes updates as needed related to any escalated monitoring requests.
Assists the Bureau Chief and Deputy Bureau Chief with additional tasks to include but not limited to the following:
- Updates to the MQI Procedure Manual;
- Reviews MQI policies and procedures to ensure they are reflective of the work being performed and the products being delivered; and
- Completing updates and posting to the MQI internet and intranet, as applicable.
Reviews annual compliance report submissions and routes draft annual compliance reports for review by the appropriate program areas and providers. Finalizes annual compliance reports for posting to the Department of Juvenile Justice (DJJ) website.
Responsible for reviewing and revising the quality improvement standards, report templates, scoring grids, review instruments, work papers, and other protocols to assist regional monitors throughout the state. Assists with organizing and preparing the work papers workshop, MQI statewide meeting, and other meetings and conferences.
Participates on MQI annual compliance reviews as required.
Provides technical assistance to Monitoring Quality Improvement staff statewide to include resolving issues pertaining to work papers, standards, policies, training, manuals, ratings, etc.
Responsible for maintaining the Monitoring and Quality Improvement SharePoint site.
Responsible for maintaining the Bureau’s webpage, including positing annual reports, revised/draft standards, or other MQI documents as requested.
Performs other related duties as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledgeable in Department of Juvenile Justice policies and procedures.
Knowledge about the continuum of care of services and systems including DJJ contracts and processes.
Possessing the ability to communicate well verbally and in writing.
Understand computer technology and systems applications of Word, Excel, PDF, and other functional software programs.
Proficient in the use and application of the telephone, copier, and other equipment.
Ability to travel.
PREFERRED QUALIFICATIONS:
Preference will be given to candidates with a bachelor’s degree from an accredited college or university or four years of professional experience.
Four or more years of experience in detention, prevention, probation, residential, or other human services fields is preferred.
Previous DJJ monitoring or contract experience is preferred.
Experience with Word, Excel, PDF/Adobe, PowerPoint, Access, and SharePoint.
Experience with creating forms and templates using Word or Adobe, or similar software.

Licenses that have Corrective Lenses Restrictions are acceptable, provided the driver wears corrective lenses.
