Director of Postsecondary and Workforce Education
LOCATION, SALARY & CONTACT INFORMATION:
Location: 2737 Centerview Drive, Tallahassee, Florida 32399.
Starting Salary: $3,945.36 Bi-Weekly. (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee's current rate, whichever is higher).

JOB DESCRIPTION:
Leads, designs, and implements strategic initiatives aimed at enhancing access to and success in postsecondary education and workforce development programs.
Performs highly independent work developing policies and procedures and conducting complex management studies. Develops detailed project plans, and business rules to enhance operations and ensure efficiency.
Coordinates with respective departments, local school districts, state colleges, regional workforce boards, educational contract providers, and juvenile justice providers, to enhance Career and Technical Education (CTE) offerings based on high wage, high demand jobs.
Oversee budgeting and financial management for postsecondary and workforce development programs, ensuring effective allocation of resources.
Assist district school boards in collaborating with regional workforce boards to pursue workforce development funds in addition to state-appropriated funds. Identify and secure funding through grants, partnerships, and public/private investments to support workforce and educational initiatives.
Create career and technical pathways for all students in residential commitment programs to earn stackable industry-recognized credentials prior to release.
Develop Career and Professional Education (CAPE) protocols that guide school districts and juvenile justice education providers in all aspects of education programming, including records transfer and transition.
Facilitate involvement of business and industry in the design, delivery, and evaluation of CAPE programming in juvenile justice education programs, including apprenticeship and work experience programs, mentoring and job shadowing, and other strategies that lead to post release employment.
Utilize labor market data, workforce trends, and program outcomes to inform decision-making and program adjustments.
Analyze workforce development data to assess the effectiveness of programs and initiatives, making recommendations for improvement.
Monitor the CAPE programming and transition performance of students in juvenile justice education programs and report on the results. Lead efforts to track the post-completion success of students in employment or further education.
Build partnerships with Career Source Boards, workforce training providers, and technical schools to provide services to students in DJJ programs and provide job placement assistance upon return to their home communities.
Establish pathways to enroll students in high-value, short-term CTE programs that lead to meaningful credentials earned through Florida’s technical schools and state colleges.
Oversee the Florida Youth College to ensure the three components of the program are executed with fidelity. Manage and direct the Provider’s staff to meet program goals, benchmarks, and performance indicators.
Develop and implement workforce development accountability measures to ensure students attain industry-recognized credentials and certifications, and successfully transition into postsecondary education or work-based employment opportunities.
Collaborate with the Deputy Secretary and juvenile justice educational contract providers in the design, delivery, and evaluation of the programming for the Florida Scholars Academy (FSA).
Manage and direct regional workforce education coordinators to ensure juvenile justice educational contract providers meet workforce accountability measures.
Represent the organization in public forums, conferences, and events related to postsecondary and workforce education.
Performs other related duties as assigned.
MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDED THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:
Strong understanding of the postsecondary education landscape, including community colleges, technical schools, universities, and vocational programs.
Expertise in workforce development, including knowledge of labor market trends, job training programs, and partnerships with employers.
Demonstrated success in building partnerships and working with diverse stakeholders, including educational institutions, government agencies, employers, and community-based organizations.
Excellent communication and public speaking skills, with the ability to effectively present complex information to a wide range of audiences.
Experience in policy development, strategic planning, and program evaluation.
Strong financial acumen, with experience in managing budgets, securing funding, and overseeing grants.
Ability to lead and inspire teams, fostering a culture of innovation, collaboration, and continuous improvement.
Proven experience in leadership roles, particularly in managing programs, teams, and budgets related to education and workforce development.
Experience with apprenticeship programs, career, and technical education (CTE), or similar training programs.
Familiarity with federal, state, and local workforce policies and funding streams (e.g., Workforce Innovation and
Opportunity Act (WIOA), Perkins funding).
Experience with digital learning platforms, competency-based education, or online learning initiatives.
The ability to travel.
Must possess a valid driver’s license.
PREFERRED QUALIFICATIONS:
Bachelor’s degree in education, workforce development, public policy, business administration, or a related field required; Master’s preferred
Minimum of 5-8 years of experience in postsecondary education administration, workforce development, or a related field.
Experience with at-risk youth.
