POSITION DESCRIPTION
This position serves as Deputy Bureau Chief for General Services.
This position is responsible for managing the daily activities in the following areas of the Support Services section within General Services for the Department: property management, fleet management, mail and courier services, record management, headquarters building management (Koger), employee identification cards, statewide insurance coverage, COOP, and headquarters security and access control systems.
This position assists the Bureau Chief and other General Services managers in the development of departmental policies and procedures.
This position supervises staff and will be responsible for training, evaluating and motivating staff members. In the absence of the Bureau Chief, the incumbent will be responsible for planning, oversight and management of the Bureau of General Services.
Provides onsite supervision for building Security Guard.
Research, evaluates, recommends and implements statewide policy and procedures regarding property, vehicles, mail, records, identification cards, insurance, safety and security.
Research and keeps abreast of the latest trends General Services is responsible for (property management, fleet management, ID and access card program, automations systems, etc.) for effectiveness and efficiency. Develop training materials, train employees and strategically implement new, updated and or changes to automated systems, including but not limited to Florida Vehicle Electronic Tracking System (Fleet Wave), Vehicle Fuel Card Program Wright Express (WEX) and Florida Accounting Information Resource (FLAIR).
Participates in budget review and development for the Bureau of General Services; Monitors the budget and supports program needs. Assists in the management of Fixed Capital Outlay, when appropriated by the Legislature in the fixed capital outlay category.
Develops training materials and provides training and technical support to General Service personnel throughout the Department.
Direct the coordination, research, development, training and implementation of internal operating procedures for general services functional areas in the Support Services Section to ensure the most efficient and effective operations possible.
Serves as the Secondary Continuity of Operations (COOP) Coordinator for the entire Department. Acts as liaison to the Department of Emergency Management, the State Emergency Operations Center and ESF16. Trains Department staff in COOP operations and emergency response.
Manages and coordinates the storage and disposition of surplus property at Headquarters. Manages disposition of all surplus property throughout the Department.
Assists all Headquarters sections when conducting office moves to include property transfers and coordinating with moving vendors locally and statewide.
Coordinates all building issues for the Knight and Alexander Buildings with Koger personnel. This will include security issues, building improvements and building repairs/maintenance/construction.
Oversees and conducts the identification card program for the Agency. Maintain headquarters door entry systems and respond to all alarms and technical issues.
Oversee all auditing procedures and responses for the support services section and coordinate all new policies and procedures and amendments to same.
Coordinates all confidential documents shredding and disposal program at headquarters.
Research, evaluate, recommend and implement statewide special projects as directed.
Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES, INCLUDING UTILIZATION OF EQUIPMENT, REQUIRED FOR THE POSITION:
Knowledge of basic management principles and practices. Knowledge of the methods of data collection and analysis.
Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities related to improvement of management practices.
Ability to organize data into logical format for presentation in reports, documents and other written materials.
Ability to conduct fact-finding research.
Ability to utilize problem-solving techniques.
Ability to communicate effectively verbally and in writing.
Ability to work independently.
Ability to follow verbal and written directions with minimal to no supervision.

This position requires travel.

Licenses that have Corrective Lenses Restriction are acceptable, provided the driver wears corrective lenses while operating the vehicle.
