Minimum Qualifications:

  • High School Diploma and two years professional accounting experience with the state of Florida.
  • Experience with FACTS
  • Experience with contracts or grant payments.
  • Experience with FLAIR.

Preferences:

  • Experience with MFMP (MyFloridaMarketPlace).
  • Experience with P-Card payment processing

 

Duties and Responsibilities:

This position serves as the Financial Representative for assigned divisions.  Assists and responds to requests concerning accounts payable and operating budget.

Serves as Financial Representative for all Departmental grant payments to sub-recipients.  Responsible for the input of all information found in grant documents to FACTS (Florida Accountability Contract Tracking System). Generates a Summary of Contractual Services Agreement/Purchase Order form that is approved by the appropriate grant manager for each payment.  Prepares and completes a Payment Processing ‘checklist that is accurate and complete. Encumber each grant awarded in FLAIR (Florida Accounting Information Resource) system ensuring funding codes used are appropriate and correct.  Monitor, track balances, budget releases and cash.  Requests additional budget release and cash as needed.  Reconcile appropriate spread sheets to FLAIR.

Processes Purchasing Card receipts from assigned division.  Ensures all required management and support documentation are attached.  This includes obtaining approval from Purchasing if the purchase will exceed $1,000.00.  Ensures payments are completed to the back within the established time frame not withstanding unforeseen complications. Responsible for the input of information found in contract documents to FACTS and for contract payment processing.

 

Processes MyFloridaMarketPlace invoices as well as travel reimbursements and incidental invoices for payment. All payments must comply with the Department of Financial Services – Reference Guide for State Expenditures, State Purchasing and Department policies. Maintains and monitors current balances of a purchase order file and encumbrances. Completes all payments within the time frame requirement of Section 215.422, F.S.

Work with the Purchasing Office in the requisition process to assign funding codes that are appropriate and correct.  Responsible for assembling payment vouchers and assists with the mailing of state warrants from payment vouchers for assigned division on a daily basis. 

Monitors and assist with the Certified Forward process.

 

Knowledge/Skills/Abilities:

MS Word, Excel, FLAIR, FACTS & accounts payable

Knowledge of accounting principles, practices & procedures.

Ability to prepare & maintain a variety of accounting records, understand & apply rules, regulations, policies & procedures, communicate effectively both verbally & in writing.
