Minimum Qualifications:

  • At least four (4) years of experience in accounting, finance, business administration, economics, public administration, or a related field. A bachelor's degree from an accredited college or university in one of the listed fields may substitute for the required years of experience.

Preferences:

  • Experience using Microsoft Office Suites (Excel, Word, and Outlook)
  • Experience using Adobe Acrobat Pro
  • Knowledge of State of Florida budget development, legislative and amendment processes.
  • Experience utilizing Florida's budgeting systems (LAS/PBS and SAPS).
  • Experience with budget planning, preparation techniques, methods of reviewing and analyzing financial data, and developing/recommending budgetary revisions.

Duties and Responsibilities:

This Planning and Budgeting Specialist position is in the Bureau of Budget and Planning, under the Division of Administrative Services. This is a highly responsible position that performs budget and planning functions. This position provides direct support to Budget Office and division staff performing a variety of complex administrative and budget responsibilities. The incumbent will perform various duties which require confidentiality, critical thinking, initiative, attention to detail, and interacting professionally with others.

  • Performs Budget Analyst responsibilities for assigned programs. Assists with the preparation of the Legislative Budget Request (LBR), Schedule l's and other related financial documents for assigned areas of the Department.
  • Monitors the approved budget for assigned programs and verifies the accuracy of FLAIR allotments submitted to reflect changes in the approved budget. Analyzes and prepares budget amendment requests, including uploading them into the Budget Amendment Processing System (BAPS).
  • Inputs allotment information into FLAIR.
  • Provides administrative support for the Budget Office.
  • Maintains and updates the Budget Office calendar, scheduling key budget meetings and overseeing important deadlines during Legislative Session, LBR and Long-Range Program Plan (LRPP). Sends out Session meeting invites to include meeting materials, agendas and documentation pertaining to the Department's related bills.
  • Prepares/reviews salary projections and analyzes budget projections prepared by assigned programs.
  • Carries out various year-end and startup activities for assigned programs.
  • Participates in analyzing the fiscal impact of legislation pertaining to assigned programs.
  • Participates in compiling and reviewing certain information required for the Long-Range Program Plan (LRPP).
  • Creates PDF files and organizes manual schedules for uploading in required format for LBR and LRPP on the Florida Fiscal Portal.
  • Assists the Regulatory Program Budget Manager and other staff with budgetary needs.
  • Performs other related duties as required.

Knowledge/Skills/Abilities:

  • Knowledge and use of the following software: Microsoft Excel, Microsoft Word, Microsoft Outlook and Adobe Acrobat Pro
  • Knowledge and use of the following systems: Legislative Appropriation System/Planning and Budgeting System (LAS/PBS) Mainframe and Web; Florida Accounting Information Resource (FLAIR); Report Distribution System (RDS); Payroll Expense Allocation System (PEAS); BAPS
  • Knowledge and use of the Internet for purposes of accessing legislative and other online information.
  • Knowledge of the State budgeting and legislative processes, including familiarity with terminology and concepts.
  • Ability to analyze financial data and written information and propose solutions to complex problems.
  • Ability to communicate and explain complex concepts both verbally and in writing
