Duties and Responsibilities:

Government Operations Consultant I is a professional position with subject matter expertise in administering federal grant programs.  The incumbent demonstrates exceptional customer service, accountability, adaptability, dependability, initiative, and exemplary personal conduct and professional relationships, all which are core values of the Division and the Department of State.

  • This is a full-time position assigned with review of grant applications, and duties to compile and file federal reports, conduct risk assessments and communicate timely and effectively with upper management regarding the status of funds, reporting and preparing charts, visuals, tables, etc, and:
  • Ensures compliance with federal and state guidelines and procedures. Conducts initial review of federal HAVA grant applications, agreements, and plans submitted by counties to determine and ensure compliance with federal and state guidelines for grant awards and to track request status. Conducts review of annual expenditure and narrative reports submitted by counties regarding each HAVA-funded grant program to determine adherence to each county's approved plan. Assists in compiling data and providing information relating to federal HAVA Funds and election administration in response to or in preparation of reports, requests for information, audits, legislation, presentations, reports, and HAVA State Plan. Conducts review of documentation submitted by counties in order to receive federal funds. Regularly reviews DOE Grant procedures and communicates with staff and IT liaison.
  • Maintains the Elections portion of the DOSgrants.com system to manage data integrity, accuracy and function.  Serves as alternate on DOSgrants liaison team to provide input on DOSgrants procedures, functions and enhancements as they impact Election grant processes.  Coordinates with DOS Internal Financial management team in processing grant payments approved by grant managers in the DOSgrants system. Consults with Fiscal Administrator team for issues.  Runs other reports as requested.  Confirms that award amounts are entered accurately; payments are processed in a timely manner; payments do not exceed award amount; and tracks when/that all payments are released to grantees.
  • Prepares communications such as memos, emails, invoices, reports and other correspondence with Supervisors of Elections as needed, for compliance with grant programs.  Assists with DOSgrants requirements. Assists with development and implementation of quarterly webinars and digital trainings to SOE’s for grant programs/DOSgrants usage.
  • Assists financial unit with Special Election Reimbursement and Conducts 4 annual audits of randomly selected counties (small, medium, large) on a bi-annual basis.  Ensures all grant program files are maintained in electronic format and back up.  Conducts information programs for the Supervisors of Elections including the scope of financial reporting and records retention. 
  • Performs other work-related duties as required.

 

Knowledge/Skills/Abilities:

  • Knowledge of accounting principles; methods of compiling and analyzing data
  • Knowledge of general grant systems, receiving, payments, audits, and compliance.
  • Knowledge of general office procedures.
  • Ability to work independently and prepare routine correspondence.
  • Ability to collect, evaluate & analyze data.
  • Ability to write clearly with minimal errors.
  • Knowledge of all Microsoft programs, People First and state personnel policies and procedures. 
  • Secretarial or clerical work experience.
  • Ability to work under deadlines and pressure.
  • Ability to work independently.
  • Effective written and verbal communication skills.
  • Skills with preparing training/recordings.
