Minimum Qualifications:

  • Minimum of two years experience in purchasing and/or procurement;
  • Experience in contract administration, management, and/or monitoring;
  • Experience with MyFloridaMarketPlace (MFMP) Ariba On Demand (AOD);  
  • Proficiency with Microsoft Office Suite including Word, Outlook and Excel.
  • Experience with the Florida Accountability Contract Tracking Systems (FACTS)

 

Duties and Responsibilities:

This position serves as the Department of State’s Contract Administrator pursuant to section 287.057 (16), F.S., and is responsible for the management of contracts for the purchase of commodities and contractual services for the agency.  This position serves in a confidential capacity reporting to the Purchasing Manager and ensures that internal controls of contract management are established and maintained for each of the Agency divisions, and ensuring compliance with legal requirements. 

Specific duties and responsibilities include, but are not necessarily limited to:

Responsible for maintaining the Department’s original contract files and financial information on all contracts.  Serve as liaison to, and provide consultation, technical and administrative assistance, and direction to, Department contract managers in the effective and efficient management of their contracts. Triage issues, track and report information, and facilitate problem resolution related to Department contracts.  Establish and maintain databases and tracking systems to prepare appropriate reports to track contracts and related documents ensuring accurate supporting documentation is maintained to support the administrative contract files and to ensure compliance with applicable statutory requirements. Responsible for providing agency contract management training to Divisions in conjunction with the Purchasing Manager.

Serves as Assistant MyFloridaMarketPlace (MFMP) System Administrator for consultation and technical assistance regarding the creation of new Ariba On Demand (AOD) accounts, inactivate AOD accounts and train new AOD requesters. Coordinates the establishment of education and communication activities for Department requesters, contract managers and their supervisors regarding their duties, roles and responsibilities of a contract manager as outlined in Florida Statutes (Chapters 119, 120, 215, 216 and 287), Rules (F.A.C. Chapters 60A, 69I), and established policies and guidelines, as applicable. 

Responsible for ensuring all contracts and grant awards are entered into the Florida Accountability Contract Tracking System (FACTS) timely according to Florida Statutes Chapter 215; Provides technical assistance.

Assist the Department purchasing staff as needed, with the development of formal solicitations, and purchase requisitions Attend related meetings hosted by the Department of Management Services (DMS) and Department of Financial Services (DFS), as needed. 

Responsible for ensuring the proper disposition of eligible records and monitoring the retention schedules for the Department’s Purchasing Office.

Perform other work related duties as required.

 

Knowledge/Skills/Abilities:

  • Knowledge of State purchasing and contracting rules, regulations, procedures, techniques, practices and interpretations, including Ch. 287, F.S. Rule 60A, F.A.C..
  • Ability to compile and analyze complex information for administrative decisions. communicate effectively, both verbally and in writing; work independently.
  • Working knowledge of contract monitoring and quality assurance practices;
