Minimum Qualifications:

  • High School diploma or equivalent
  • Human Resource management experience with a State of Florida agency

Preferences:

  • SHRM-CP, SHRM-SCP, PHR or SPHR Certification 
  • Bachelor’s degree in Human Resource Management or Administration
  • In depth experience in employee/labor relations

Duties and Responsibilities:

Manages the administrative, programmatic and operations activities of the Office of Human Resources.  Responsible for implementing, supervising and coordinating the human resources functions in support of the programs and services of the Department of State including, but not limited to: staffing; payroll; benefits; employee relations; EEO and training.  Responsible for monitoring departmental compliance with applicable federal and state employment laws, rules and regulations.  Renders technical advice and guidance to supervisors, managers and employees.  Serves and liaison between the Department of State and the Department of Management Services.  Attends personnel officer meetings.  Conducts investigations regarding employee misconduct and allegations of discrimination, harassment and/or retaliation.  Prepares reports and makes recommendations. Supervises, assigns work and evaluates performance of HR staff. 

Serves as Department's EEO/AA Officer and prepares annual AA report.  Serves as the Department’s ADA Officer.

Reviews and approves all Departmental documents and forms in response to Reemployment Assistance claims, appeals or when protesting adverse determinations. Attends, participates and facilitates the Department's hearing resources before appeals referees. Responds to public records requests pursuant to agency policy and procedures.

Performs other related duties as assigned.

Knowledge/Skills/Abilities:

Knowledge of state and federal employment laws and regulations. Proficiency with Microsoft Office applications (Word; Outlook; PowerPoint; Visio and Excel).  Ability to maintain effective working relationships.  Ability to effectively manage and supervise staff.
