Minimum Qualifications: 

  • Four (4) years of relevant experience.  A bachelor’s degree can substitute for experience. 
  • Experience accessing and interpreting data pertaining to criminal investigations or of election law violations and election irregularities and then determine if the legal parameters are met for referral to a law enforcement agency.
  • Experience working in or with the following programs DHSMV, FDLE, DOC, CCIS, FCOR, DAVID, Clerk of Court, and Florida Statues.
  • Two years of experience creating and maintaining electronic databases for tracking documents.
  • Ability to work weekends, holidays, and extended hours as needed, with short notice. 

 

Preferences: 

  • Paralegal experience preferred – no certificate required.
  • Experience with criminal or civil law case management including document storage, deadline management, writing summary reports, coordination of witness interviews, and applying law to fact to make a criminality conclusion.
  • Experience utilizing criminal justice and research databases, programs, and websites such as: Voter Focus, DOC, CCIS, FCOR, DAVID, Clerk of Courts, and Florida Statutes.

Duties and Responsibilities:

Supervise a team of 3 case analysts. 

Oversee your assigned case analysts’ initial investigations into alleged occurrences of election law violations and irregularities. Assist case analysts, as needed, by ensuring that the necessary documents have been requested and compiled, by contacting third parties when needed, by providing advice where appropriate, and by helping the case analyst prepare an objective and accurate analysis of the case. Such an analysis must be in the form of a draft referral letter to law enforcement, a draft fine letter, or a recommendation to close the case.

Conduct a secondary legal and operational review of all analyses and associated case files that are submitted for your review. Review the case files for completeness, ensuring that all necessary documents have been included. Review the case analyst’s analysis (a draft referral letter to law enforcement, a draft fine letter, or a recommendation to close the case) for accuracy, logic, and proper grammar. Analyze whether additional facts or criminal allegations should be added and whether anything should be removed. Recommend closing out an investigative file if it is legally insufficient or there is no prima facie showing of a crime OECS has authority to investigate. If substantial changes to the case file or analysis are necessary, send the case back to the case analyst for corrections and explain what can be improved. Otherwise, you may make small changes yourself before submitting the case to the Director OECS for a final review.

Ensure that you and your team are utilizing and maintaining OECS’s electronic case file management database to track electronic records, case files, outgoing document requests, referrals, and case status. Respond to and document any investigation review notes in said database as part of the case management process. Confirm that your team’s case files are being updated when OECS receives additional records or information relevant to its cases. Assist your team in monitoring the status of cases by regularly communicating with the Director of OECS, law enforcement, and other relevant officials. Continually update the electronic case file management database to maintain an accurate status of your team’s assigned cases until they are closed. Upon the conclusion of the Department of State’s investigation into a given case, ensure that a written response is provided to each individual who submitted an Elections Fraud Complaint initiating the case.

Successfully complete training in intelligence analysis, signature match verification, and any other training deemed appropriate and applicable to performing the duties of this position.

Complete any specialty assignments that fall outside of the scope of routine analytic duties, including project management, operational support, systems administration, inventory tracking, administrative support, or any other duties which are not covered in the other performance expectations.

Provide suggestions and recommendations to management.

Maintain and protect Department-issued hardware, software, and confidential criminal matters from improper use or mishandling, and immediately report any issues with the above to your immediate supervisor.

Perform other related work as assigned by the Director of OECS.

Knowledge/Skills/Abilities:

  • Ability to fairly and impartially evaluate allegations of election law violations, irregularities, and crimes.
  • Ability to access and interpret data pertaining to criminal investigations, election law violations, and election irregularities.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
  • Possesses leadership qualities obtained through managerial experience.
  • Excellent organizational, writing, critical thinking, multi-tasking, and customer service skills.
  • Ability to professionally and effectively communicate with other Department staff, management, members of the public, and officials at all levels.
  • Skilled in data collection and analysis.
  • Ability to organize and coordinate collaborative work assignments to execute operational plans through pre-established processes.
  • Ability to manage analytic projects, including development, review, revision, and delivery of collaborative work products.
  • Skilled in organizing data and investigative findings into a logical format for presentation in reports, documents, and other written materials.
  • Ability to locate and interpret relevant statutes and court documents.
  • Adept in using or learning how to use various forms of equipment and technology required for the position, including electronic
  • databases and websites such as Voter Focus, DOC, CCIS, FCOR, DAVID, SAVE, and Clerk of Courts.
