Minimum Qualifications:

Six years of direct professional experience or a master's degree from an accredited college or university.

Three years of supervisory or management experience.

Three years of experience developing or delivering continuing education or professional learning content.

Experience in grant and report writing, grants administration, project management or service project implementation.

Experience using learning management systems, online training platforms and virtual presentation tools.

Proficient with Microsoft Office Suite and online presentation software.

Preferences:

Master’s degree from a program accredited by a professional library association.

Library work experience.

Experience planning, evaluating or implementing statewide or system-level professional learning or continuing education programs

Experience in instructional technologies, online course creation and development or video-based learning.

Experience supporting promotion or communication of training programs, including use of digital platforms or social media.

Duties and Responsibilities:

Leads the development, delivery and evaluation of professional learning and continuing education program supporting Florida’s library staff. Applies principles of adult education, instructional design and workplace learning to ensure high-quality and relevant in-person and online training statewide. Collaborates across divisions, with external partners and library stakeholders to foster ongoing learning and professional growth in alignment with organizational goals.

Supervises and mentors direct reports supporting professional development. Sets priorities, delegates responsibilities, creates and monitors performance, expectations and evaluations and supports staff development in accordance with established policies and procedures.

Participates in bureau-specific strategic planning and continuous improvement initiatives in collaboration with supervisory team; represents the agency in statewide and national professional learning collaborations and partnerships.

Oversees development and administration of professional learning initiatives, including grant applications, budgets, reporting and compliance; manages procurement and vendor relationships for learning activities, ensuring alignment with requirements and standards.

Performs other related duties as required. 

 

Knowledge/Skills/Abilities:

Knowledge of adult learning theory, instructional design, workplace learning and e-learning principles.

Experience planning, coordinating and delivering continuing education and professional learning programs for libraries.

Skilled in grant and project management, including development, administration and reporting.

Proficient with learning management systems and instructional technologies.

Ability to design and develop online courses, curricula and training materials.

Effective in both face-to-face and online instruction.

Strong ability to build collaborative partnerships and support marketing and promotion of learning opportunities using digital and social media platforms.

Excellent verbal and written communication skills.

Proven supervisory and team management capabilities.
