Minimum Qualifications:

  • High school diploma or equivalent
  • Six (6) years progressive work experience in Purchasing with a State of Florida agency

Preferences:

  • Florida Certified Contract Manager
  • Florida Certified Contract Negotiator
  • Supervisory experience

Duties and Responsibilities:

This position manages, administers and directs the Department's purchasing program within the Division of Administrative Services.  The duties and responsibilities of the position include, but are not limited to:

  • Directs all procurement activities, including the preparation of purchase orders and competitive bidding/award processes. 
  • Directs the preparation and distribution of bid invitations to vendors, coordinates specification development, oversees the evaluation of bids, and approves final decision on bid awards. 
  • Renders technical assistance to agency staff in all areas of procurement. 
  • Ensures lead negotiators are available for competitive negotiations. 
  • Functions as MFMP System Administrator, which includes but is not limited to maintaining user accounts, monitoring status of purchasing requisitions, and preparing reports, as needed. 
  • Serves as the final approver in MFMP on all purchase requisitions. 
  • Assists in the review of contracts to ensure compliance with established policies and procedures. 
  • Serves as technical advisor on contractual issues and as liaison with contract managers. 
  • Monitors contract language in conjunction with program managers and the General Counsel's Office to ensure compliance with established state purchasing laws and procedures. 
  • Ensures agency contract administration is in place and is responsible for maintaining the Department's spreadsheet on all contractual services, ensuring it is always up-to-date. 
  • Attends related meetings hosted by the Department of Management Services (DMS) and Department of Financial Services (DFS), as needed.
  • Oversees employee compliance with statutorily and Department-mandated training and certification requirements to include all Department FCCM and FCCN certifications.  Compiles statistical reports, as requested. 
  • Oversees Departmental achievement of minority purchasing goals.    
  • Prepares documentation required by other agencies (DMS, DFS).
  • Plans, develops performance expectations, supervises and evaluates work of Purchasing Office staff. 
  • Develops contract administration goals and objectives, identify resources, identifies efficiency opportunities in the process areas, and ensures compliance with legal requirements.
  • Formulates policies and procedures.    

Performs other related duties as may be required.

Knowledge/Skills/Abilities:

  • Knowledge of state procurement methods and ability to interpret and apply Ch. 287, F.S. and Ch. 60A, F.A.C. 
  • Ability to understand and apply rules, regulations, policies and procedures.
  • Ability to plan, organize and coordinate work assignments. 
  • Ability to communicate effectively.
  • Ability to supervise.
  • Proficiency using Vendor Bid System. 
  • Working knowledge of MyFloridaMarketPlace (MFMP). 
  • Proficiency using Microsoft Office applications (Word, Outlook, Excel, PowerPoint). 
  • Consistent and reliable attendance.
