A high school diploma or equivalent and three (3) years job-related administrative experience in a conventional office setting following established work processes and guidelines. Examples of office duties considered job-related experience include producing financial and other reports, producing final orders or other legal documents, developing and maintaining a filing system, working on a helpline, conducting financial or campaign finance audits, and bookkeeping and accounting duties.
Knowledge and experience in campaign finance or Chapter 106, Florida Statutes

Duties and Responsibilities:
This is a professional position within the Division of Elections, Bureau of Election Records (BER) Audit Section performing highly technical and complex data and accounting analysis of campaign treasurer’s finance reports. This position determines the accuracy and completeness of filings, evaluates data for statutory compliance, and prepares and issues audit reports within established time frames that incorporate audit error findings and proposed solutions. This position also handles Review Section tasks, conducting quality assurance reviews of filing documents, communicating with candidates, committees and party entities in writing, emails and telephone calls regarding documents filed, qualification and petition requirements, confidential credentials and campaign finance reporting. This position requires sound, independent judgment regarding Florida’s election processes in accordance with Chapters 99-106, F.S., and Section 1S-2, F.A.C., and is responsible for, including but not limited to, the following duties:
Reviews campaign treasurer’s finance reports filed by candidates, committees and political party entities for statutory compliance and completeness. Determines compliance with Florida’s campaign finance and reporting regulations and prepares and issues intricate completion and compliance audit reports within established time frames that incorporate audit findings and recommendations. Monitors audits to ensure completion and compliance is met. Where candidates, committees and party entities are found to be non-compliant, prepares and submits final notices which may result in the issuance of legal documents. Drafts referrals to the Florida Election Commission, notices of committee cancellations, and final orders cancelling committee registrations.
Provides direction and guidance to candidates, committees, and party entities, answering questions from the public on how to amend reports filed in the division’s Electronic Filing System (EFS), and communicating accounting data and technical subject matter to non-technical audiences by giving step-by-step guidance for needed corrections. Works with and maintains confidential information. Accurately updates all databases used to establish accounts and to process and track various data maintained by BER. Researches BER’s multiple databases and imaging system to gather decision-making information for purposes of resolving campaign account reporting issues.
Conducts quality assurance reviews of documents filed by state and federal candidates, political committees and political parties for determination of statute and rule compliance. Effectively communicates in writing and by telephone with candidates, sitting officials, and committees regarding filing documents, qualification requirements, petition requirements, confidential credentials and campaign finance reporting. Assists candidates and committees with filing and amending campaign finance reports in the EFS. Researches multiple databases, imaging system and documentation to gather decision-making information. Updates databases following receipt of proper documentation.
Effectively handles queries in person, by telephone, or email related to campaign finance and report filling. In writing or by telephone, effectively communicates with candidates, sitting officials, and committee officers regarding registration documents, qualification requirements, petition requirements, confidential credentials and campaign finance reporting. Accurately documents communications as required in BER databases.
Serves as a backup to BER’s primary processor of checks and payments related to fines, qualifying fees, and copies.
Conducts detailed reviews of campaign finance documentation from eligible candidates to determine valid contributions for Public Campaign Finance (Matching Funds). Participates in BER’s candidate qualifying.
Performs other work-related duties as assigned.
