Travel will be required.

This is a full time, SES position, working 40 hours per week.

Regular business hours are 8:00 am - 5:00 pm EST, Monday to Friday.

 

 

Salary to be determined, based on experience, $70,000 Minimum.

If selected for hire, current DCF employees will be compensated in accordance with the DCF salary policy. 

 

 

 

 

Required Minimum Qualifications:

 

  • Valid Driver’s License
  • Bachelor’s Degree
  • Minimum 3 years working in the Domestic Violence field, with intimate partner violence, batterer accountability programming, or related violence prevention experience.
  • Minimum 2 – 3 years’ experience providing direct supervision or management of staff.   
  • Minimum 2 years’ of training, team facilitating, and/or public speaking (combination of).  

 

 

POSITION DESCRIPTION

 

This is professional work providing direct management oversight of employees and managing statewide systems accountability programming. A primary duty of the incumbent in this position is to spend time communicating with, motivating, training, and evaluating employees, planning, and directing their work. This position provides direct oversight for the development, implementation, monitoring, policy development, and ongoing quality improvement for the state’s system accountability programs including batterer accountability, certification, and continuous quality improvement. 

 

 

The duties and responsibilities include, but are not limited to the following:

 

  • Manage allocated resources to accomplish assigned work. Train, coach, and mentor employees to become productive and competent.  Provide management of staff to perform work that meets expectations. Demonstrate critical-thinking and leadership skills in areas such as planning, preparation, performance, budget management, managing change, problem analysis/decision making, technical skills, conceptual skills, presentations, self-direction, self-motivation, and building and maintaining relationships.

 

  • Serve as the Manager of the Office of Domestic Violence Systems Accountability Team. Supervise certification and monitoring of batterers' intervention programs. Ensure the overall quality of monitoring and completion of all documentation. Communicate with appropriate parties regarding process, status, policies, and need for assistance in relation to BIP certification and monitoring. Identify areas of improvement regarding compliance issues and coordinate the provision of technical assistance as necessary.  Ensure provider compliance with Florida Statutes, Florida Administrative Code, Children and Families Operating Procedures, and state and federal grants received.

 

  • Oversee batterer accountability funding, planning and implementation process, including convening a planning team, coordinating stakeholder input, developing strategic plans, and grant administration.

 

  • Coordinate batterer accountability policy and rule development/updates. Serve as the ODV subject matter expert regarding best practices in batterer intervention.

 

 

  • Represent ODV in community collaboration interactions through the state and within the national BIP collaborative network.

 

  • Effectively communicate batterer accountability priority areas to stakeholders and ODV team members to ensure effective coordination of efforts.

 

 

  • Review new and innovative research, best practices, and attend state and national trainings or meetings on batterer and systems accountability, to continually build upon the program in Florida.

 

  • Provide training, technical assistance and consultation to collaborating agencies and individuals as requested. Assist in coordinating statewide training events.  This includes coordination with coalitions, collaboratives, law enforcement, sister state agencies, provider agencies/providers, federal agencies, and other key stakeholders.

 

 

  • Provide support to VAWA STOP funded grant projects, including providing training and technical assistance (TA) to funded programs.

 

  • Collaborate with the Programs Team on the STOP Implementation Team meetings, develop recommendations for STOP programming, and assist with writing grant solicitations on behalf of the department.

 

 

  • Collaborate with the Programs Team to complete STOP and fatality review reports.

 

 

Knowledge, skills, and abilities, including utilization of equipment, required for the position:

 

Possesses, at minimum, a Bachelor’s Degree and three years' experience in domestic violence, intimate partner violence, batterer accountability, or violence prevention experience.  Has a minimum of 2-3 years experience providing direct supervision or management of staff or teams. Has a minimum of two years' experience as a trainer or team facilitator and/or public speaking. Must have a strong understanding of and commitment to the philosophy of domestic violence empowerment-based services and knowledge of the dynamics of domestic violence, including coercive control, and root causes of violence. Must have excellent technical writing experience and demonstrate a history of collaborative program development. Must also be knowledgeable in domestic violence and sexual assault response, including systems work with law enforcement, prosecution and courts, as well as direct service provision. An experienced candidate who has worked in a batterers' intervention program in Florida is preferred. Possesses a basic understanding of how public policy is created and possesses skills that allow for working independently and as a team member. Advanced computer literacy and communication skills are required for this position.
