What is the Florida PALM Project?
The Florida PALM Project is an enterprise project to replace the State of Florida’s legacy accounting, payroll, information warehouse, and cash management systems, using an enterprise resource planning solution. The replacement of the cash management systems, known as the CMS Wave, was completed in July 2021. The next major implementation, the Financials, Payroll, and Data Warehouse / Business Intelligence Wave, is currently underway and scheduled for Go-Live in January 2027. The Department of Financial Services is leading this statewide initiative, which impacts stakeholders and users of the State’s financial data, including all State agencies.

SPECIAL NOTES:
Five (5) years of experience in the field of communication, training design, training development, training delivery, or a related field is required. A post-secondary degree in those fields may be used as an alternative for the years of experience on a year-for-year basis.
Additional requirements:
- Experience creating training content in web-based training development applications, e.g., Articulate 360 or Captivate.
- Experience designing instructor led or web-based training.
Preferences:
- Experience in developing training for State of Florida end users.
- Knowledge of People First Learning Management System (LMS).
- Experience with creating or maintaining content / information repositories or knowledge-based / knowledge management systems such as Document360.
- Experience delivering end user training for adult learners.
- Experience facilitating, developing and / or presenting materials at workshops, conferences, or other events.
Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:
- Skill in Microsoft Office suite, with proficiency in Word, Excel, and PowerPoint applications.
- Ability to create training content in applications such as Articulate 360 or captivate.
- Ability to problem solve to adapt content and information based on changing needs.
- Ability to adapt to new technologies and methodologies.
- Skill in managing multiple tasks or assignments at one time.
Other KSA’s (Incumbent must bring to job)
- Knowledge of FLAIR, Florida PALM and other FFMIS subsystems.
- Knowledge of Document360.
- Knowledge of adult learning strategies.
- Ability to deliver in-person training.

Salary Range: $60,000.00 - $75,000.00
Employees of the Department of Financial Services are paid on a monthly pay cycle.

BRIEF DESCRIPTION OF DUTIES:
This position assists in the execution of the Department of Financial Services’ responsibilities for the Florida PALM Project and serves as a member of the Training, Education, and Development (TED) Team. As a member of the TED Team this position will focus on developing, creating, leading, facilitating, delivering, and supporting the curriculum and training materials for the implementation of the State’s financial solution.
This position exercises discretion and independent judgment. This position provides consultation and expert advice to management and carries out major assignments independently.
Operational:
- Working with supervisor and leadership to establish priorities and due dates for work assignments and keeping them up to date on key work items. Communicating concerns or potential risks immediately to supervisor and/or project leadership.
- Managing all deadlines in an organized manner to ensure timely completion of fully developed work products.
- Applying critical thinking (e.g., don’t just solve the problem at hand, solve the core problem).
- Adhering to DFS policies at all times (e.g., security, dress code, ethics).
- Working as a team player and demonstrating a “teamwork” attitude and professional demeanor.
- Working with the financial management solution software implementation vendor, and other project resources (including contractors) to ensure adherence to State standards and established procedures for maintaining data and information accuracy and security.
- Serving as the subject matter expert in the creation of training materials for agency functions performed in Florida PALM.
Training:
- Designing, developing and publishing training or user materials for Florida PALM using applications such as Articulate 360 or Document360.
- Supporting content creation and ongoing maintenance of the Florida PALM Knowledge Center, a Document360 knowledge base platform.
- Publishing online training courses / content to the People First Learning Management System (LMS).
- Creating curriculum to meet the State’s training needs for Florida PALM.
- Working collaboratively with project team members, DFS business owners, state agency business owners and other stakeholders to ensure end users are provided user-friendly training material (instructor-led, web-based, job aids, manuals) for Florida PALM.
- Assisting with user acceptance testing or training sessions with state agencies and enterprise partners.
- Tracking end user completion of role-based training.
- Facilitating meetings, training, workgroups, and workshops, as required.
- Assisting agencies and enterprise partners in understanding Florida PALM functionality.
