JOB DESCRIPTION:

 

This is a highly responsible, professional position located in the Chancellor's Office that requires a substantial degree of independent activity to coordinate and lead rulemaking activities within the School Readiness Program and Policy Units for the Deputy Director of Early Learning Programs and Policy. This position is a direct report to the Programs and Policy Coordinator. Experience in and/or knowledge of early learning programs and rulemaking is preferred.

 

DUTIES & RESPONSIBILITIES:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

  • Analyze, create, and revise the Division of Early Learning's (DEL) administrative rules in accordance with direction provided by Florida Statutes. Conduct rule workshops and hearings and respond to comments to proposed rules by DEL staff, early learning coalitions, legislative staff, and the public.
  • Coordinate and lead rulemaking activities within the School Readiness Program and Policy Units for the Deputy Director of Early Learning Programs and Policy.
  • Independently review and coordinate the secondary review, as necessary, of early learning coalition plans and plan amendments. Identify issue areas and provide technical assistance to coalitions for resolution of same. Communicate approval or disapproval of documents to management. Conduct timely follow-up and adhere to specified timelines at all times. 
  • Responsible for daily management of the DEL Questions inbox and the quarterly DEL Questions database.
  • Develop/amend and/or coordinate/lead the revision of program guidance, instructions, training materials, brochures, fact sheets, technical assistance guides, and other resource material related to the School Readiness and School Readiness Plus programs, including policies and guidance derived from early learning federal and state legislation.
  • Assist in the coordination, development and maintenance of the state plan for the Child Care Development Block Grant and annual quality performance report for the Deputy Director of Programs and Policy.
  • Coordinate and lead federal and state reporting requirements, including policy surveys and the annual report, for the School Readiness and School Readiness Plus Programs.
  • Coordinate and lead policy support for development of the statewide information system for the School Readiness and School Readiness Plus Programs.
  • Coordinate and lead policy support to the accountability team for federal auditing of the School Readiness Program and state auditing of the School Readiness Plus Program.
  • Serve as a resource to provide credible and timely policy guidance to internal business units, statewide early learning coalition staff and the public.
  • Analyze proposed and finalized state and federal legislation and policy changes to determine impact on the School Readiness and School Readiness Plus Programs. Make recommendations on policy to DEL management.
  • Develop and conduct statewide training on program requirements.
  • Prepare written reports, analyses, briefings, and memoranda.
  • Maintain daily contact with staff regarding substantive policy and related program issues. Provide consultation and technical assistance to ensure proper interpretation and implementation of legislation, rules, policies, and procedures related to the delivery of the School Readiness and School Readiness Plus Programs.

This position is located in the Turlington building at 325 W. Gaines Street, Tallahassee. No telework option.

LEAVE INFORMATION:

    • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
