This is specialized work supporting an Educational Policy Analyst – DOE - SES and the State programs staff of the Office of Student Financial Assistance in the Administration of the state funded financial aid programs.
The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions. The employee must interact courteously with others.
The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit. Attendance is an essential function of this position.

DUTIES:
- Coordinate the development of office procedures necessary for administration of program and schedules and assign work activities.
- Assist in the preparation of analyses and reports on scholarship issues and recommends to the State Program Director alternative policies and/or programs for addressing these issues.
- Assists the State Programs Director as a resource for legislative staff in the drafting of legislation, bill analysis, fiscal analysis, and recommends policy changes relative to Scholarship Programs.
- Interprets and implements federal/state guidelines and regulations.
- Assists the state programs director in preparing recommended budget requests and estimating conference presentations.
- Assists in the production of reports to the Commissioner, the Department Leadership Team, the Legislature, and the public, on the status, progress, and future of State Scholarships & Grants Programs.
- Review and evaluate data concerning program participants and compile periodic reports of program participation and effectiveness.
- Assist with development and implementation of technological enhancements to the state student financial assistance programs.
- Communicate verbally and in writing with students, parents and other interested parties concerning complex financial aid issues requiring explanation of office procedures and interpretation of statutes, rules, policies and regulations.
- Conduct workshops and provide technical assistance to secondary and postsecondary institutions on the delivery of funds, award revisions, student eligibility and interpretation of statutes, rules and regulations.
- Serves as a contact with Department staff with responsibilities for applications, reports and disbursements for State Programs.

As a supervisor, the incumbent must communicate with, motivate, provide or coordinate training, and direct the work of his/her subordinates. In addition, the employee must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly attendance and leave for each position under his/her direct report. Timesheets will be completed in the People First system by the 5th business day of the following month. The incumbent has the authority to make hiring recommendations as well as disciplinary recommendations.
Knowledge, skills and abilities, including utilization of equipment, required for the position:

- Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
