JOB DESCRIPTION:

This highly professional position is responsible for providing technical assistance for all federal programs in the bureau and monitoring school districts and state agency programs to facilitate the increase of student achievement, assisting with the review of project applications/amendments and assisting/researching in the interpretation of appropriate federal/state laws, regulations, policies and procedures. Employee’s time and effort are assigned to a dedicated function as is indicated on the monthly payroll.

 

DUTIES & RESPONSIBILITIES:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

 

  • Employee’s time and effort are assigned to a dedicated function as indicated on the monthly payroll.
  • The employee must be productive under tight timeframes, balance multiple, competing priorities, and maintain goal-directed behavior and performance sometimes under stressful conditions.
  • The employee must interact courteously with others.
  • The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.
  • Serves as Educational Policy Consultant for the Bureau of Federal Educational Programs (BFEP).
  • Assists the bureau in carrying out the Department’s mission as established by the State Board of Education, the
  • Commissioner of Education, the Chancellor of Pre-K –12 Education, and the Legislature, through state goals, priority objectives, the State Comprehensive Plan, and other policy and procedural directives related to K-12 education/student achievement.
  • Attendance at work is an essential job function.
  • Assists the Bureau Chief in the following major duties:
  • Formulates policy and procedures related to Pre-K –12 Education priorities, as established by FDOE.
  • Conducts policy research as it pertains to federal funding programs under BFEP leadership both independently and as directed from leaders.
  • Assists in the development and implementation of educational policy direction as represented by state and federal laws, rules and regulations; appropriations; and policy directives.
  • Assists with the continuous development of BFEP’s project applications based on internal and external stakeholder feedback as it pertains to the following programs; Title I-Part A, Title I-Part C, Title I-Part D, Title II, Title IV-Part A, and Title V, Part B and Title IX, Part A.
  • Assist as needed with the review process for all program applications and amendments while meeting the timelines established by the Department.
  • Leads the bureau’s development and training.
  • Coordinates designated aspects of legislative activities; strategic planning; advisory committees/advocacy groups; administrative training, conference, and professional development activities; and special projects and service agreements.
  • Represents the Bureau Chief and the Department of Education with constituent groups, organizations and school districts liaison with external groups, interagency advisory councils, organizations, and agencies.
  • Lead the Bureau of Federal Educational Program’s efforts in the areas of Pre-K –12 and family engagement including coordinating and collaborating with other bureaus, state agencies, and external groups.
  • Assist with analyzing Title I, Part A comparability reports, identify potential funding discrepancies, and collaborate with Local Educational Agencies (LEAs/school districts) to address potential issues.
  • Coordinate and collaborate with assessment and evaluation leader and team to review and analyze student academic data to determine the needs of students and educators in an effort to better use federal funds to address identified needs.
  • Coordinate and lead in the continuous development, implementation and facilitation of monitoring for all programs within BFEP.
  • Serve as a liaison to LEAs throughout the state on all matters that relate to program implementation, monitoring and evaluation activities.
  • Serve as a liaison within the Department for charter school and private school federal funding policy.
  • Develop objectives as a result of student academic data analysis and means to measure those objectives and the impact on student achievement as a result of receiving federal funds.
  • Executes Title I, Part A allocation calculations, and assists with other federal program allocations as needed.

MINIMUM QUALIFICATIONS

  • 3 years of professional experience working with education programs or grants and clerical experience.
  • Ability to communicate effectively including verbal and written communication.
  • Ability to provide work samples of writing skills for grammar, editing and communication review

  • A bachelor’s degree from an accredited college or University in Education can substitute for 4 years of direct experience.

    • Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
