Job Description
This position is a supervisor within the Bureau of Standards and Instructional Support. The employee is expected to provide leadership, coordination and technical assistance for policy analysis and development in instructional materials and library media. Such policies include those required by law or rule, as well as other products, procedures, and information related to instructional materials and library media. This function requires cooperatively working with a wide variety of stakeholders including district personnel, publishers, personnel at the Florida Department of State Library and Information Services, university faculties, and appropriate state and national library and instructional materials organizations. This is a great opportunity for someone who can supervise a team, communicate effectively, and coordinate systems and processes.

Duties and Responsibilities

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:
Managerial:
• Supervise the preparation and distribution of subject area specifications for state adopted instructional materials.
• Evaluate office activities and provide recommendations for policy and implementation changes for improvement of services to districts and schools.
• Represent the office on various internal and external committees, task forces and work groups as required.
• Provide analysis of data to assist in policy and program management decisions.
• Review and make recommendations regarding operations and procedures of the office, program plans and implementation activities.
• Overseeing state, district and guest reviewers including training, the collection of affidavits, assigning within the system, and maintaining appropriate records.
• Participate in professional development for the enhancement of position related skills.
• Provide leadership and technical support to district library media supervisors.
Administration:
• Coordinate with Curriculum Planning and Learning Management System (CPALMS) personnel to transition to the CPALMS platform and direct the instructional materials process in the new platform.
• Coordinate the bidding and contractual procedures and monitor contracts for instructional materials adoptions.
• Administer the state instructional materials adoption program.
Legislation:
• Develops and reviews proposed legislation, lobbies for the department as assigned, and provides technical assistance and information to legislative staff, the public, and other entities on facilities related issues for public educational programs statewide.
Inter-Agency Coordination:
• Serve as Department liaison with districts, publishers, and depositories regarding state adoption of instructional materials.
• Serve as liaison with the office of financial management for the allocation of categorical funds for instructional materials.
• Co-chair the Sunshine State Young Readers Award.
• Co-chair the Florida Power-Library Schools program.

Who We’re Looking For
As a supervisor, the ideal incumbent must communicate with, motivate, provide or coordinate training, and direct the work of his/her subordinates. In addition, the incumbent must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly attendance and leave for each position under his/her direct report. Timesheets will be completed in the People First system by the 5th business day of the following month. The incumbent has the authority to make hiring recommendations as well as disciplinary recommendations. Since this position travels and presents at conferences as well as provides training on a needed basis, the perspective applicant needs to be able to travel and is comfortable presenting to people and training new staff. The ideal incumbent also must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions. The incumbent must interact courteously with others. The performance and behavior of all employees must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unity. Attendance is an essential function.

Knowledge of curriculum frameworks and Florida Standards adopted by Florida and other state mandated initiatives.

Minimum Qualifications:
• Two to four years of professional experience analyzing and interpreting State of Florida legislation regarding instructional materials.
• Two to four years of professional experience with State of Florida curriculum frameworks and reform policies.
• Ability to communicate effectively including verbal and written communication.
• Ability to travel
• Experience in training staff
• Experience with public speaking
Preferred Qualifications:
Preferences will be given to applicants who have excellent public speaking skills, management experience and an educational background.

LEAVE INFORMATION:
o Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
