Description: 
The Workforce Education Data Systems (WEDS) office within the Department of Education is seeking an individual to serve in a full-time position as an Educational Program Director. The WEDS office functions as a data collection and customer support office for district technical centers and community-based organizations providing instruction in adult general education and postsecondary career and technical education. 

 

The person in this position supervises and leads staff in the development, enhancement and maintenance of applications, data systems and data collection processes, and manages technical staff in the utilization of complex SQL queries and programming in SAS Enterprise Guide. This is highly responsible, professional work requiring experience in the management and coordination of complex data systems. 

 

This position requires strong team involvement and an ability to collaborate and work effectively with subject matter experts, developers, agency representatives, and management. The applicant must be able to develop work products from concept to completion, analyze, and implement division initiatives, and coordinate and lead meetings.

 

The applicant must have outstanding communication skills, be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions. 

 

Duties and Responsibilities: 
Establish system priorities and allocation of available resources. 
Conduct major systems studies to determine requirements for implementation of a comprehensive management information system. 
Coordinate activities in the planning, scheduling, and implementation of a database management system. 
Serve as a consultant to higher level supervisory and/or administrative personnel in the planning and major systems. 
Oversee and manage the processes for the development, maintenance, and enhancement of computer systems. 
Ability to analyze processes and workflows to design efficient computer-based solutions. 
Provide direction, guidance, coaching and feedback to assist employees in improvement in performance in completing work tasks, resolving work issues, and promoting professional development activities. 
Responsible for timely and accurate completion of tasks and professional management of work unit. 
Motivate, train, evaluate, and direct the work unit. 
Complete routine administrative tasks including but not limited to timesheet approval, leave approval, establishing standards for and evaluating employee performance, hiring qualified staff, and other document review and approval. 
Serve as primary point of contact on postsecondary vocational and adult general education reporting issues. 
Produce programs, reports, data, and analyses. 
Design, produce, and maintain standard and ad hoc reports as requested. 
Assist with the analysis and verification of data reported by districts to the bureau. 
Manage data reporting requirements and maintain database handbooks and documentation. 
Maintain positive relationships with internal and external stakeholders through effective personal and written communication, and technical assistance and guidance. 
Present at workshops and regional meetings. 
Produce Federal and State level reports. 
Provide technical assistance to local providers on data collection and data analysis. 
Maintain and improve personal effectiveness by delivering quality and timely products and services; adapting to changing priorities, demands, and expectations; and acquiring and applying new skills and knowledge.

Minimum Qualifications: 
Three years of supervisory experience or three years of professional experience in systems program management, database management, project management, or management information systems. 
Two years of professional work experience conducting needs assessment and/or data analysis. 
Three years of professional work experience working with SAS Programming/SAS Enterprise Guide, SQL or other programming languages. 
Knowledge of data management. 
Proficient in Microsoft Office Suite. 
Ability to communicate effectively including verbal and written communication. 
Must be able to travel as needed. 

 

Preferred Preference
A bachelor’s degree or higher from an accredited college or university in computer science, management information systems, statistics, or mathematics. 

 

Note: 
This position works in a fast-paced environment with shifting priorities. You will be expected to manage multiple tasks and prioritize effectively in this environment. 
This is a full-time position headquartered at 325 W. Gaines Street, Tallahassee, FL, with work hours from 8 a.m. to 5 p.m. You may also be required to work beyond normal work hours (this may include weekends) or on-call if necessary. 

 

Travel: 

This position will travel less than 10% of the time.

Background Screening Requirements
