JOB DESCRIPTION:

This position serves as a supervisor within the Office of Professional Practice Services and is responsible for overseeing staff who work in the areas of educator licensure regulation, investigations, case management, and data management. The person in this position is expected to perform responsible supervisory and administrative duties in support of the department’s regulatory functions. This includes assigning and reviewing work, coordinating staff training, and ensuring compliance with agency policies and timelines.

 

DUTIES & RESPONSIBILITIES:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

 

  • As a supervisor, the incumbent must communicate with, motivate, provide or coordinate training, and direct the work of his/her subordinates.  In addition, the employee must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly attendance and leave for each position under his/her direct report.  Timesheets will be completed in the People First system by the 5th business day of the following month.  The incumbent has the authority to make hiring recommendations as well as disciplinary recommendations.
  • The person occupying this position works in the areas relating to regulation of educator licensure; investigations; case management; data management.
  • Monitoring and evaluation of investigations conducted by staff as provided in 1012.796, Florida Statutes.
  • Trains, supervises, and evaluates investigative staff, support staff, and other direct reports.
  • Represents the Commissioner of Education in matters relating to the investigatory process and subsequent actions.
  • Represents Professional Practices Services and serves as contact for districts.
  • Provides technical assistance to school districts, parents, students, the community, organizations and agencies.  This technical assistance includes the enforcement and administration of Sections 1012.315, 1012.796, and 1012.56, F.S. and 6A-10.080 and 6A-10.081 F.A.C., Rules of the State Board of Education.
  • Assists in the assessment of alleged unethical behavior of certified educators for legal sufficiency as defined in Sections 1012.796, F.S. and 1012.315, F. S.
  • Coordinates and conducts of all components of the investigative process and preparation of documents relating to the adjudication of issues leading to the suspension, revocation, or denial of certificates or other disciplinary actions against certified educators; coordinates as necessary with counsel.
  • Participates in the staff review process; presents investigative results to staff seview, consults with and advises the Commissioner of Education and the Department's General Counsel regarding the finding of probable cause or no probable cause to seek disciplinary actions against certified educators or applicants for a Florida Educator Certificate.
  • Assists with office investigative or administrative responsibilities.
  • Conducts investigations as needed.
  • Supervises and ensures cases are processed in a timely, efficient and accurate manner within the timeframes as established by statute or rule.
  • Maintains communications with DHSMV and CCIS regarding access to Motor Vehicle records.
  • Acts as liasion for the office and the DHSMV and Office of Clerk of Courts (CCIS) and conducts audits of systems' use.
  • Prepares and processes technical assistance documents.
  • Responds to communications directed to the office.
  • Performs other duties as assigned

THE MISSION STATEMENT OF THE HIRING OFFICE

 

The Florida Department of Education Office of Professional Practice Services administers a state-level grievance process and plays an integral part in ensuring that appropriate disciplinary actions are taken against the certificate of an educator certified to teach in Florida. The Office of Professional Practices Services (PPS) investigates alleged misconduct by educators in Florida who hold an educator’s certificate and pursues disciplinary actions against the certificates of educators found to have committed acts of misconduct. The PPS investigates when facts are presented which show a violation has occurred as provided in s. 1012.796, Florida Statutes, and defined by rules of the State Board of Education. Such facts provide the basis to further investigate whether the educator has broken the law or violated the Principles of Professional Conduct, which outline the standards of conduct expected of certified educators in Florida.

LEAVE INFORMATION:

    • Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
    • Sick Leave - Employees in Senior Management Service and Selected Exempt Service positions shall be credited with 104 hours of sick leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of initial appointment.
