The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing the various business and workforce-related functions of state government. Under the direction of Governor Ron DeSantis and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, technology, private prisons, fleet, and federal property assistance programs utilized throughout Florida’s state government. DMS is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government. DMS facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. Position Responsibilities:
This employee is responsible for directing and coordinating project development of each assigned project from inception through completion and through expiration of the guarantee period to promote its completion in the most efficient and optimum manner.This position is also responsible for directing, supervising, and training others and ensuring proper safety procedures associated with daily work tasks. Duties include, but are not limited to the following:

Working independently and with others to make recommendations for improvements to enhance operations and efficiency and minimize future repair and maintenance costs. Assist the client agency or design professional in the preparation and development of the project program which serves as the descriptive document establishing project scope. Review, evaluate, and approve project programs for assigned projects, ensuring that the defined scope can be achieved within budget limitations and is in accordance with established design guidelines and space standards.

Participate as a member of the Selection Committee in the selection of qualified professional firms and individuals for planning and/or design of assigned projects. Coordinate and assist in negotiation of professional contracts for projects.

Represent the division at project planning conferences to ensure the project has begun and developed realistically under existing construction methods and budget limitations. Participate in and chair meetings with architects/engineers and client agencies to ensure sound development of projects. Analyze and review design submittals with assistance as required from staff professional personnel for program compliance.

Review and maintain project budgets to ensure the project is developed within available funding. Prepare the initial project schedule and follow the architect’s or engineer’s design development, coordinating schedules in conjunction with the design professional and ensure that deadlines are met on schedule. Confer with parties concerned, as problems occur, to recommend and pursue solutions and securing follow-up assistance as required to monitor project schedules. Evaluate the design professional at the completion of each design phase and during construction.

Provide consultant services in their area of expertise and disciplines to the department and other state agencies. Conduct formal bid openings, receiving bids from qualified contractors. Analyze and review the architect/engineer's recommendation for award of bid for construction contracts. Coordinate award of contract and issuance of notice to proceed to contractor. Procuring labor and materials using DMS issued Purchasing Card and for following DMS and state guidelines for the procurement of services and materials.

Assist engineering in charge of primary electrical distribution with the maintenance repair of electrical utilities which include switch gear, transformers, electrical distribution, load centers, panel boards located in all buildings state-wide under the jurisdiction of the Department of Management Services. Review maintenance requests from building superintendents; schedule repairs; and answer questions concerning routine electrical maintenance from Facilities Managers.

Review plans of tenant changes, provide cost estimates, and design material. Assist engineering in providing construction and engineering consultants with direction and guidance in developing long-range engineering and planning for electrical utilities.Assist engineering in changes to the electrical distribution center with installations connecting directly to the city utilities and provide support to engineering in coordinating these changes with the city utility department.

Consults with sub-contractor, schedules and coordinates meetings, work, completion dates, etc. requests and processes competitive proposals. Coordinates sub-contract work with maintenance personnel and agencies involved. Assist Bureau Chief, Director and Deputy Director by preparing cost estimates and compiling projected requirements for budget requests for upcoming budget cycles. Review drawings and specifications of projects under construction for desirable changes or corrections for current and future projects.

Chair the initial construction conference with architects, engineers, contractors, subcontractors, client agency representatives and other interested parties. Review requisitions for payment to architects, engineers, contractors, testing laboratories, and others furnishing services during design and construction. Review change orders for completeness and recommend approval of change orders, substitutions of materials, equipment, and workmanship; and initiate changes to improve projects if required. Populate and maintain TRIRIGA project files.

Make periodic job site observations. Participate in substantial completion inspections, final inspections, and acceptance of projects for the state.  Review architect's, engineer's, and construction contractor's fulfillment of their contractual obligations to the state by observing and evaluating their performance. As needed, project manager may be responsible for a major portion of projects in the Capitol Center, most being complex, high profile projects utilizing the Construction Management Approach. These high visibility projects require more direct coordination and hands-on approach from the project manager. Assist with special projects as needed.

Knowledge, Skills, and Abilities:

  • Knowledge of the principles, techniques, materials and equipment used in electrical work.
  • Knowledge of building codes, design, construction, production and/or operations.
  • Ability to develop and review various reports.
  • Ability to plan, organize and coordinate building renovations and/or activities.
  • Ability to review and implement renovation/construction contracts.
  • Ability to analyze and interpret renovation/construction data.
  • Ability to monitor and inspect building projects.
  • Ability to communicate project information and schedules effectively.
  • Ability to solve problems relating to renovation/construction projects.
  • Ability to establish and maintain effective working relationships with vendors, contractors and agency staff.
  • Ability to understand and apply applicable state regulations, policies and procedures.
  • Ability to understand current building codes, ADA requirements and interior design.
  • Proficient knowledge of the National Electrical Code (NEC), local codes, and construction safety requirement
  • Proficiency with MS office applications and other related computer programs
  • Considerable knowledge of building maintenance and construction practices and methods.
  • Considerable knowledge of standard skilled trade operations and repair methods.
  • Ability to plan and direct the work of skilled and semi-skilled workers.
  • Ability to read and interpret MEP plans, sketches, and detailed drawings.
  • Ability to inspect building maintenance and construction work for adherence to plans, specifications, and work orders.
  • Ability to establish and maintain effective working relationships with subordinates and other employees and customers 
  • Ability to model behaviors of Accountability, Communication, Empowerment, Flexibility, Integrity, Respect, Teamwork.

Minimum Qualifications

  • A bachelor's degree from an accredited college of university with a major in civil, construction, mechanical or architectural engineering or architecture and four years of electrical work experience;
  • A master's degree from a college or university in one of the areas described above and three years of experience of electrical work experience; or 
  • Experience in the field of electrical work can substitute on a year-for-year basis for the required college education.
  • Ability to travel up to 25% of the time (statewide).
  • Active Master Electrician license.  
  • A valid driver's license.
  • Available to be oncall afterhours, weekends and holidays.
  • Prolonged periods of time walking, standing, bending, lifting up to 30 lbs. and the use of all types of ladders and occasional use of personal lift.
  • Prolonged periods of sedentary work which involves repetitive motion. Ability to drive and/or fly for long distances.
