This position will be responsible for Employee Relations related to FDOT’s workforce.

Your Specific Responsibilities:

Spends the majority of their time supervising, communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.

 

Facilitates and manages the Department’s employee relations program under direct supervision of Director of Human Resources and the Deputy Director of Human Resources, as designee.  Ensures that Human Resources Office projects, milestones and goals are met and adheres to approved budget regarding the employee relations program.  Analyzes information and data necessary to appropriately manage, coordinate and ensure disciplinary actions taken within the Department are in accordance with Department policies and procedures, state and federal regulations, union contracts and best practices.  Provides sound guidance to supervisors and management and recommends options to resolve employee relations challenges.  Responds to questions pertaining to grievances and appeal rights, when applicable. Supervises and mentors staff who assist in performing these functions.

 

Creates, updates and maintains Department procedures related to discipline, drug testing, employee performance, driving requirements, drug-free workplace and testing, accommodations under the Americans with Disabilities Act, and other related procedures.  Conducts research regarding human resources policies, labor laws, healthcare regulations, EEOC mandates and other employment issues and makes recommendations on changes.  Responsible for maintaining accurate and current desk processes for all functional areas of responsibility.   Develops and provides training to Department supervisors and managers.

 

Provides neutral party services to Department employees, as needed, to ensure fair treatment in the workplace and promote effective communication between employees and supervisors.  Duties may include investigating / resolving complaints, handling the grievance process, educating staff regarding collective bargaining rights, meeting with parties and offering support, solutions, and alternatives to resolve conflicts. May write reports identifying problem areas and provide recommendations for improvement.

 

Monitors Public Employee Relations Commission (PERC) appeals, mediations, and employment law proceedings in coordination with the Department's Office of the General Counsel (OGC).

 

Keeps apprised of collective bargaining contract provisions, liaises with Department of Management Services regarding contract negotiations, reports contract changes to Human Resources Office leadership, provides interpretations and assists in investigating issues and preparing responses to grievances and in anticipation of arbitrations.

 

Serves as the Project Manager / Coordinator of the Department's Drug Testing and Employee Assistance Programs. Administers the contracts and liaises with the vendors, ensuring timely payment, monitoring and maintenance of budget.  Responsible for proper handling of drug test results and advises managers on process for handling positive results.   Also, responsible for facilitating mandatory EAP referrals and providing follow-up.

  • Knowledge of State Personnel System statutes, rules, policies and regulations
  • Knowledge of federal employment related regulations
  • Knowledgeable and skilled at word processing, spreadsheet and report writing software, including Microsoft Word, Excel, Outlook and PowerPoint
  • Knowledge of management principles and practices

Other Job-Related Requirements:

The incumbent in this position may be required to travel to other district offices and/or central office several times a year.  This position requires a Level 1 Background Check.
