The Work You Will Do:

The GIS section of the Resilient Florida Program of the Office of Resilience and Coastal Protection is seeking a full-time Engineering Specialist II.  Employee will be responsible for assisting in the coordination, planning, development, maintenance and archival of policies, procedures, practices, and methods for the utilization of the Geographic Information System (GIS) technology for the Florida Department of Environmental Protection (DEP), Office of Resilience and Coastal Protection, Resilient Florida Program.

 

The Difference You Will Make:

The Resilient Florida Program was established during the 2021 Legislative Session with the passage of SB1964/HB7019 and the creation of section 380.093, Florida Statutes.  This legislation will ensure that communities have the resources they need for resilience planning and project implementation as well as creating a framework for a cohesive, coordinated approach to address the impacts of sea level rise, effects of intensified storms and localized flooding.

The program will administer the Resilient Florida Grant Program, complete a comprehensive statewide flood vulnerability and sea level rise data set and assessment, develop annual Resilience Plans consisting of prioritized projects for funding consideration, support Regional Resilience Entities and collaborate with the Florida Flood Hub of Applied Research and Innovation.  The program will include sections devoted to planning, grant and budget management, technical support and data management.

Your Specific Responsibilities:

Employee will be responsible for assisting in the coordination, planning, development, maintenance and archival of policies, procedures, practices, and methods for the utilization of the Geographic Information System (GIS) technology for the Florida Department of Environmental Protection (DEP), Office of Resilience and Coastal Protection, Resilient Florida Program.

Employee will perform tasks required to support program staff related to the use and management of geospatial data. Required tasks can include, but not limited to, creating digital maps, rectifying aerial imagery, performing analysis and calculations, data review, digitizing legal descriptions, plotting paper maps, creating reports, troubleshooting GIS software, providing training to program staff, etc.

Employee will also work on developing and implementing GIS initiatives to improve the workflow of different program sections. Initiatives can include, but not limited to, development of new geospatial datasets into the Department’s GIS library, developing interactive web apps, story maps, dashboards and experience builder apps on the Department’s ArcGIS Online portal, developing custom reports, developing custom script tools to automatize common tasks, developing survey forms for field data collection, etc.

Employee will assist in the acquisition and management of geospatial data, including but not limited to, aerial photography, satellite imagery, LiDAR point cloud data, conventional topographic and bathymetric data, biological and physical monitoring data and also assist in the maintenance of existing web apps, script tools, technical guides and manuals, metadata documentation of datasets, etc.

Required Knowledge, Skills, and Abilities:

  • Knowledge of concepts, terminology, and techniques related to surveying, mapping and cartography, geodesy, and engineering support as it applies to coastal systems.
  • Knowledge of and skills in ESRI GIS-related software including but not limited to ArcGIS Pro, Survey123 Connect, Field Maps, ArcGIS AppStudio, ERDAS.
  • Knowledge of the general functions for spatial analysis, 3D analysis.
  • Knowledge of general geodatabase management, SQL programing, and metadata writing.
  • Knowledge of and skill in ArcGIS Online applications including but not limited to web maps, hosted feature services, web apps, dashboards, story maps, and experience builder.
  • Ability to design workflow charts and/or process information logically.
  • Ability to identify complex workflows that would benefit from the use of custom scripts or add-ins.
  • Ability to create custom field data collection forms with the use of software.
  • Ability to process, analyze and create mapping products and applications using coastal shoreline survey data, aerial photography, Lidar data, project and permit extents data, and still and video archives.
  • Ability to communicate technical information effectively, orally and in writing, to users and information technology personnel.
  • Ability to work independently and in a group.
  • Ability to determine work priorities, assign work and ensure proper completion of work assignments.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to travel overnight.
  • Ability to maintain a valid driver’s license.

Minimum Qualifications:

  • A Bachelor’s degree from an accredited college or university and one year of verifiable related experience, or any combination of post-secondary education or verifiable related experience, as described in this posting, for a total of five years..
