The Office of Resilience and Coastal Protection is seeking a Statewide Coastal Engineer or Geologist. This is a full-time Engineering Specialist III position in the Coastal Engineering and Geology Program (CEG). This is an advanced technical position responsible for providing technical support in assisting with the implementation of laws, regulations and policies of the Joint Coastal Permit, Coastal Construction Control Line Permit, and Beach and Inlet Management Programs of the State of Florida. Additionally, this position is expected to provide assistance for rulemaking; development of policy and guidance documents; and may also provide testimony for administrative proceedings with the Division of Administrative Hearings.


Duties & Responsibilities:

This position’s primary responsibility is to conduct coastal engineering or geologic reviews of beach and inlet management projects, and other coastal construction projects which require a Department permit. This position is expected to develop and maintain knowledge, skills, and abilities in coastal engineering and/or geology and knowledge of the statutes, rules, and policies related to coastal construction and environmental resources, pursuant to Chapters 161, 373, and 403, Florida Statutes. This position requires effective communication and coordination with staff, permit applicants, local, state and federal governmental agencies and other departmental entities in pursuit of the overall mission to preserve, restore and protect the beaches and coastal systems of Florida. Specific duties and responsibilities include:


Conducts coastal engineering or geologic reviews of assigned CCCL, ERP and JCP applications, and associated reports. Provides comments to the permit processor or project manager within the required timeframes and in the proper format. Schedules and conducts periodic sediment review meetings as necessary with designated staff to discuss current projects and to coordinate completion of geologic reviews. Represents the Section in meetings with permit applicants, at public meetings, and at Department and interagency discussions related to projects and sediment issues. Assists the Program administrator with the development of guidelines for the review of coastal geologic information and the criteria for compliance with statutes, rules and policies related to coastal construction and environmental resources.


Conducts studies of coastal geologic and littoral sediment transport processes in collaboration with the staff and contractors and prepares reports with recommendations for long-term regional beach management strategies.


Conducts on-site inspections to evaluate beach-dune conditions, beach sediment characteristics and permit compliance of beach and inlet management projects.


Conducts post-storm impact assessments to evaluate the effects of major storm events on coastal construction and beach and dune resources. Assists in the preparation of post-storm reports and recovery plans.


Develops and maintains knowledge, skills and abilities in coastal engineering or geology, and coastal littoral processes; and knowledge of the statutes, rules, and policies related to coastal construction and environmental resources, pursuant to Chapters 161, 373 and 403, Florida Statutes.


Knowledge, Skills & Abilities (KSAs):

Knowledge of coastal engineering or geology fundamentals and ability to apply coastal engineering or geology principles and practices related to beach and inlet management activities, and regional sediment management projects. 


Ability to evaluate and interpret scientific or technical data. Ability to communicate effectively both verbally and in writing in a tactful and courteous manner.


Ability to travel, conduct field investigations and collect technical data. Ability to plan, organize and coordinate work assignments.


Ability to get along and work well with fellow employees and the public.


Minimum Qualifications:

A Bachelor's degree from an accredited college or university with a major in coastal engineering, coastal geology, geology with coastal track course concentration, or related coastal studies degree.

A valid driver’s license.
